Philippine Red Cross Job Vacancy: Livelihoods & Disaster Risk Reduction Contractor, Tacloban City - Philippines

Background
The American Red Cross is jointly implementing a recovery program with the Philippine Red Cross (PRC) called “Tindog Tabang Leytana” (TTL). The project facilitates community and household recovery through a range of interventions in the areas of water and sanitation, shelter and settlements, livelihoods, community-based health and disaster risk reduction.
The project is based in Leyte covering 4 municipalities and 23 barangays or villages. The project began in July 2014 and is expected to conclude between June and December 2017.

The overall goal of the TTL program is “to contribute to building safe and resilient communities by identifying and addressing various factors that will help people sustainably rebuild their lives, livelihoods and assets while ensuring that future climate, environmental and disaster related risks are addressed and/or minimized.”

Purpose
The purpose of this contractor scope of work is to provide technical assistance, capacity building, and coordination and project management support to the national teams in livelihoods and disaster risk reduction (DRR), building upon efforts to-date and ensuring teams continue to make forward progress.

Main Tasks
Livelihoods
  • Enhancing existing PRC Livelihoods Recovery Framework by identifying additional strategies that align with the Leyte context including the needs, interests and capacities of the target communities and PRC/ARC national staff; this will include: 
    • Ongoing assessment of the current approach and an identification of the main strengths and weaknesses 
    • Identifying additional interventions that enable PRC and communities to identify and plan specific livelihoods interventions that will contribute to communities’ further resilience in both rural and urban settings
  • Supporting concept papers and proposals for sustainable livelihoods interventions as needed 
  • Supporting the national team in their work-planning and roll-out of current and any new interventions 
  • Providing technical assistance, mentoring and coaching to the PRC/ARC national team 
  • Ensuring the field activities are supported technically, logistically, financially and operationally with all necessary resources 
  • Ensuring integration of program activities to all other sectors where feasible
DRR
  • Identifying opportunities to incorporate disaster risk reduction practices (e.g. early warning and preparedness planning) into livelihood recovery programs and other PRC/ARC recovery sectors (housing, water and sanitation, health) 
  • Assessing the PRC DRR strategy to build capacity of communities/schools/PRC to effectively prepare for, respond to and mitigate disasters; and identifying key interventions that would enhance the quality and sustainability of the DRR strategy
  • Supporting the roll-out and any necessary revision to the DRR activity workplan 
  • Ensuring the field activities are supported technically, logistically, financially and operationally with all necessary resources 
  • Ensuring integration of program activities to all other sectors where feasible
Key Deliverables
  • Oversight of and support to national team workplans for both Livelihoods and DRR for the duration of the contract period 
  • Short monthly reports noting the accomplishments for the month and the plans for the following month
Qualifications
  • Four-year degree in international development, disaster risk management or related field required. Post-graduate level qualification in related subjects (e.g. economics, agricultural economics, food security, development studies, or related)
  • At least 5 years direct experience in international relief and development contexts, including direct experience managing a national Livelihoods program
  • Demonstrated ability in managing projects, including project design, proposal development, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • At least 5 years’ experience working with disaster risk reduction, resilience building programs and/or projects. Experience in community-managed/based disaster risk reduction an asset.
  • Demonstrated experience exploring, managing and strengthening partnerships.
  • Excellent analytical and organizational skills – innovative thinker.
  • Experience developing and leading trainings, workshops, evaluations, etc.
  • Ability to create a team environment and coordinate with other departments. And the ability to manage time, prioritize tasks, respond quickly to requests.
  • Excellent communication (English), inter-personal and problem solving skills. And a working understanding of the Philippines would be an asset.
  • Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.
Timeframe
This consultancy could go up to one year from the start date.
