Senior Finance Officer

Summary: Pact Thailand is seeking a Senior Finance Officer to support implementation of the Mekong Partnership for the Environment program (MPE). The Senior Finance Officer provides leadership on all budgeting, expenditure monitoring, financial reporting, and contract matters to ensure the timely and effective implementation of project activities. S/he performs budgeting, expenditure monitoring, pipeline analysis, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and Pact policy. S/he serves as a financial management resource to programmatic and operational staff. The Finance officer monitors transactions and subcontractors through the effective use of the review and approval process to ensure propriety with USAID and Pact regulations.
The Senior Finance Officer reports to the Finance Manager.

Specific Duties and Responsibilities:
• Lead and oversee project budget preparation, including oversight of the costing of the annual work plan and its integration with the approved budget. • Ensure consistency with Pact standard operating procedures, policies and accounting principles. • Develop procedures for monitoring and analyzing program budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending. • Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations. • Ensure financial reporting is in accordance with USAID contractual requirements. • Advise program staff on financial health through the provision of regular and timely financial expenditure reports. • Maintain financial controls and procedures for the management of funds and sub awards/contracts. • Produce budget projections and reports for submission to USAID. • Ensure project staff are familiar and compliant with USAID and Pact policies and procedures. • Monitor partner’s management of funds and cross check source documents. • Maintain financial files and support annual audits. • Prepare payment/receipt vouchers and ensure the proper supporting documents are attached. • Prepare transfer documents for grantees for financial disbursement and ensure the timely transfer of funds to sub-grantees. • Enter general accounting data into accounting package “QuickBooks Pro” and ensure data is recorded in proper code and updated regularly. • Prepare monthly salary for local staff and ensure that the allocation of salary is in accordance with the individual staff time charged among the projects. • Prepare salary tax and ensure that salary tax will be declared on time to tax department. • Update inventory list from QuickBooks and check with Admin Department inventory list of non-expendable property every month to ensure that inventory lists match. • Ensure that all financial documents are properly filed and stored in the appropriate location. • Work with and assist Pact Thailand Finance Manager and Country Director on country office budgets and financial monitoring and reporting as needed. • Perform other relevant duties as assigned.

Qualifications:
• At least 5 years of financial management experience of international donor-funded projects • Experience supervising and mentoring staff and sub-grantees • Strong computers skills including fluency with accounting and grants management software • Strong English written/oral communications skills. • Strong managerial skills; • Ability to set financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds; • Proficiency in English required. • University degree in economics, business or related field; accounting or financial certification, preferred. • Experience managing USAID funded grants or contracts preferred. • Ability and willingness to travel at short notice • Thai National
