Cordaid is looking for a Programme Coordinator in Bozoum, Central African Republic

Introduction

On the 9th of April 2014 Cordaid has started, in collaboration with Caritas Bozoum, an operation to support 7,500 conflict affected families (an estimated 37,500 people) in the area of Bozoum, one of the most affected conflict areas in CAR. This operation is part of an integrated Cordaid strategy for CAR which combines emergency aid activities (food aid, nutritional aid, NFIs and hygiene kits) with recovery (food security, early economy recovery rehabilitation of basic infrastructure, and social cohesion) and development (health and education PBF services provision) as a way to increase sustainable impact and LRRD. In Cordaid we believe in contiguum and that apart from supporting the immediate needs of the people affected in Bozoum, when possible, mid-term support approaches are needed in order to create sustainable impact and resilient communities for the area and in line with the concept for contiguum. For this reason, recovery and LRRD are also part of the Cordaid strategy from the beginning in Bozoum by integrating the rehabilitation of basic infrastructure (WATSAN, Shelter), economy recovery (including market chain infrastructure rehabilitation), social cohesion, and education. The integrated approach of all of these activities is very necessary not only for the fulfilment of the immediate needs of the people affected, but also for the recovery of the affected communities and to increase resilience and sustainable impact.

Position and responsibility

The Programme Coordinator Bozoum is primarily responsible for implementing, managing, fundraising and coordinating the Cordaid’s emergency aid and recovery plan for Bozoum (Ouham Pendé) and for supporting the capacity building of local partner organisations in these areas. Cordaid collaborates for Bozoum area directly with local partner Caritas Bozoum. Secondly,he (she) will also do regular missions to supervise programmes in other areas like Bossangoa (Ouham), and/or Bouar. In addition, he/she participates in relevant platforms, networks and clusters for emergency response and recovery when are related to Bozoum emergency aid and recovery programme.

The Programme Coordinator Bozoum will report directly to the Cordaid Emergency Programme Coordinator in CAR.and to the Cordaid Country Director and will liase closely with the programme manager for emergency and recovery in the Hague.

Specific objectives

Programme and project development and management with knowledge in logistics
  • Support the programme cycle management of Cordaid in Bozoum and in other areas of Cordaid interest in the Country (identification, formulation, monitoring, evaluation and reporting) and contribute to the improvement of the programme; 
  • Support project development to strengthen and build upon linking Relief, Recovery and Development (LRRD);
  • Regular visits to project sites to monitor progress of projects funded by Cordaid and back donors;
  • Management of the Bozoum programmes and office;
  • Responsible for reporting to Cordaid CAR main office and others; based on partner reports and donor requirements.
Fundraising, Networking and Acquisition
  • Represent, Cordaid’s Bozoum programme in relevant Caritas, UN, OCHA, and other humanitarian coordination / thematic cluster meetings in Bozoum; 
  • Promote and support Cordaid’s ECHO partnership and FPA and identify opportunities for funding from the UN system( WFP, FAO, OCHA, UNHRC, OIM, etc) and other donors/sources;
  • Support and promote fundraising activities (institutional, private and corporate fundraising).
Capacity Development and communications
  • Contribute to the organization of trainings and facilitate trainings for Cordaid staff and for staff of local partner organisations and staff of Caritas organisations; 
  • Develop and support a capacity building plan for Cordaid partners in Bozoum;
  • Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid / partners’ programmes and projects;
  • Ensure good collaboration with relevant stakeholders in the different sectors of intervention.
Qualifications
  • Academic degree in development/humanitarian aid studies or other related field; 
  • At least 3 years proven experience with developing, managing and monitoring emergency aid and recovery programmes, preferable on emergency aid, recovery and food security;
  • Excellent French language writing and communication skills is required; an English language skill is an asset;
  • Experience in rapid needs assessments and project cycle management;
  • Experience of working with Institutional donors such as EC (DEVCO and ECHO);
  • Experience of ECHO’s e-single form, UN funding mechanisms, CAP and cluster approach;
  • Experience using relevant humanitarian international standards such as sphere;
  • Experience in working with local NGOs and other structures at local or national level, preferably with communities in conflict-affected states;
  • Experience in working with Caritas is an asset;
  • Be diplomatic, culturally sensitive and result-oriented;
  • Experience in working in security sensitive environment in complex (post)conflict situations.
Specifics of station

The programme coordinator will be based in Bozoum (Ouham Pendé Prefecture). Due to the insecurity situation and hardship living conditions in Bozoum area, this is a non-accompanied position

Contract type

The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution and a holiday allowance.
