JOB CONTEXT:
HI’s started working in Thailand in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine victims, most of whom needed lower limb prostheses. Since 1998 the scope of project broadened and the project promoted provision of physical rehabilitation services to persons with disabilities and facilitating persons with disabilities access to health, education and economic activities within the temporary shelters. A community-based approach was employed to achieve this broadened scope of action.

Thailand is part of the Regional HI Program Cambodia and Thailand. HI Thai site has been significantly evolving through the years and following the past economics and political opening in Myanmar. HI has thus expanded its projects in terms of thematic of intervention, geographical areas and number of contracts. HI is currently implementing activities in nine camps on the Thailand/Myanmar border and in three thematic: - Rehabilitation, implemented in 5 camps - Disability and Social Inclusion (DSI), implemented in 3 camps - and Mine Risk Education (MRE), implemented in 9 camps
This trend is meant to continue due to the preparatory work HI is called to support in view of repatriation.

JOB DESCRIPTION: Internally under the responsibility of the Regional program director based in Phnom Penh, the Thailand Head of Mission (the sole expatriate staff responsible for the all Thailand mission at present) will have links with: - Functional with all regional resources (technical regional unit, regional support services department and regional operational coordinator) - Hierarchical with all team under his/her management in Mae sot (Project managers, support services...)

The HoM assumes (by delegation of the RPD) the responsibility of the HI representation in Thailand and the implementation of all activities/projects in the Burmese camps. In the HI operational and strategic regional framework the HoM ensures project’s development, operational management :( implementation and monitoring), administration, human resources, financial, security and communication management and contribute to the regional program strategy.

Main responsibilities: - Represent Handicap International and promote its mandate towards Thai authorities and partners by delegation of the Cambodia Thailand program and within the framework of the Regional Program framework 2013-2017. - Ensure adequate and quality projects implementation and contribute to the definition and development of new opportunities in Thailand. - Ensure the 2013-2017 HI Regional program frameworks’ implementation and contribute actively on its monitoring and evaluation within existing dedicated mechanisms. - Ensure management and capacity building of Thailand teams/human resources Manages and is responsible for Thailand mission financial resources and develops a financial strategy in link with priorities defined and opportunities. - Ensure strategic monitoring in the country and is responsible, in close link with thre RPD, of the security of goods and persons in the Mission. - Ensure HI internal and external communication in Thailand.

CANDIDATE PROFILE: Mandatory: Masters degree in development studies, social sciences, management or other discipline related to the profile 7 years experience in the development / humanitarian action sector at managerial level. Significant experience in Projects Management Extensive experience in project writing and donor liaison Coordination & team management skills High level of diplomacy / sensitivity to cross cultural issues
Complementary: Complementary diploma related to HI technical field of expertise Previous experience of working in refugee settings and/or a context of chronic emergency/ IDP Knowledge of international refugee law Advocacy skills Experience in the field of Disability would be an asset

REQUIRED LANGUAGE SKILLS: Excellent written and spoken English Knowledge of Thai language would be a plus.

JOB ENVIRONMENT: Following few months of political protests in Thailand, more particularly in Bangkok, the current political and security environment in Thailand is under martial law. On May 22nd, 2014, the Royal Thai Army, through a Coup d’état, seized control of Thailand’s administration under the National Council for Peace and Order (NCPO).

Despite this situation, International staff is not directly targeted and the daily life almost came back to the routine and provinces remain calm (except the southern one near the Malaysian border). The living conditions in Thailand are fairly good for international staff. The higher life-threatening risk however remains road safety.

The position is based in Mae Sot but requires regular travels to both Bangkok (average 1 once month) and Phnom Penh (estimated average: 4 to 6 time per year).

EMPLOYMENT CONDITIONS: Due to the lack of international school in Mae Sot, this position is not open to family with school aged children.

Salary: “2300-2700” € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner.
