Project Title: Programme and Partnership Development Consultant - Malaysia, Sabah (Malaysian Only)
Project Duration: May 1, 2017 to March 31, 2018 (11 months)
Purpose/Objectives
Under the general supervision of UNICEF Malaysia's Deputy Representative/Senior Social Policy Specialist, the consultants will act as UNICEF's liaison with government and civil society partners in Sabah and Sarawak. In this capacity, consultants will be involved – in close consultation and cooperation with programme staff and assistants – in programme development, progress monitoring, expanding UNICEF's partner networks in Sabah and Sarawak, organizing of missions and meetings/events.
Scope of Work:
Programme Development:
- Maintain ongoing relations and provide technical advice and support to Government and civil society partners in UNICEF's programme development in Sabah and Sarawak based on the Rolling Workplan 2016-2017 to achieve the results identified in the Country Programme Action Plan 2016-2020.
- Monitor progress of projects and activities carried out by UNICEF in Sabah /Sarawak under the guidance of programme specialists, and provide periodic updates to UNIEF Malaysia on programme progress, documenting reviews and lessons learned
- Provide technical support to selected partners for monitoring progress in removing the bottlenecks for achieving MCO programme results, and reporting on it, on a bi-annual basis.
- Inform UNICEF Malaysia of studies, research and materials undertaken in Sabah and Sarawak in relevant areas of through a robust network of contacts and outreach with researchers, universities and other relevant government and civil society institutions and agencies.
- Identify homegrown innovative service delivery providers for possible documentation for advocacy for scale up.
- Enhancing joint ownership for results at state level
- Support and extend UNICEF's partnerships with Government, NGOs, academia, civil society organisations, and the private/corporate sector (including plantation companies) as relevant, in Sabah and Sarawak through regular communications, visits and participation in external meetings and events.
- Establish contacts with new partners among government and civil society in Sabah and Sarawak in areas of programming and advocacy for UNICEF Malaysia.
- Expanding the partnership base within the State and go beyond the capital cities (KK or Kuching)
- Consultations with partners to link programmatic interventions to development priorities. Promotion of child rights and SDGs should also be integral to communication and contacts made.
- On a regular basis maintain contact with key programme and operations staff in office via e-mail, conference calls, etc.
- Provide necessary assistance and support to UNICEF staff on mission to Sabah/Sarawak
- Sharing of information on new developments/priorities and initiatives undertaken or planned at state level by Govt or CSO that will impact children, and that we cancapitalize on to accelerate results and promote our equity agenda.
- As approved by the supervisor in UNICEF Malaysia/Kuala Lumpur, the consultant will be required to periodically travel within Sabah and Sarawak to undertake monitoring of programme implementation and partner collaboration with key partners and stakeholders and as necessary, participate in external meetings and events organized by partners in Sabah and Sarawak. In addition and as necessary the consultant may be expected to travel to Kuala Lumpur to participate in staff meetings and other in-office discussions on issues related to programme implementation in Sabah and Sarawak.
- The post will be based in Kota Kinabalu, Sabah.
- UNICEF Malaysia will explore terms and conditions of office space and administrative support.
- A Malaysian national resident in Sabah or Sarawak
- Master's degree in the Development Studies, Social Sciences or Humanities or a related field relevant to development and human rights work
- At least 8 years or more experience in programme, policy and advocacy in a development organization in Malaysia (covering issues relevant to Sabah and Sarawak, preferably). Experience of working with a regional or international organization an asset.
- Proven knowledge and expertise in programme development, project management, liaison and networking with government and civil society is essential.
- Strong English oral and writing skills and communication is essential.
- Knowledge of Bahasa Melayu and local languages in Sabah or Sarawak is an asset
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organisation
- Knowledge of UNICEF policies and work in Malaysia – an asset
- General administrative and computer, organizational and planning skills
- Able to work independently and take initiative as a good team player
- Monthly Progress Reports to be submitted to supervisor at the end of each month detailing progress on programme and partnerships in Sabah/Sarawak
- Periodically drafting and preparing other reports, discussion papers and submissions to UNICEF Malaysia for the purposes of meetings/events and internal reporting requirements
- Other assignments and requirements as needed by UNICEF office in relation to work in Sabah and Sarawak
- Timeframe: May 1, 2017 to March 30, 2018 (11 months)
Consultancy Fees:
- A monthly fee at NOB level
- All other expenses related to travel in Sabah/Sarawak and to Kuala Lumpur will be reimbursed separately as per UNICEF policies and regulations.
