PROGRAM BACKGROUND
The Asia Foundation (TAF) is implementing Social Accountability and Public Participation (SAPP) program under Kolaborasi Masyarakat dan Pelayanan untuk Kesejahteraan (KOMPAK) program, funded by the Department of Foreign Affairs and Trade (DFAT), Government of Australia. The Design Phase of the TAF-SAPP Program has just been completed and TAF is implementing the program until June 2018, with a possibility of extension. The program aims to increase high-quality engagement among district and village authorities, health and education service providers, and their consitutens that leads to an impact of increased availability of and access to health and education frontline services. The program specifically targets poor women, people with disabilities, and, in several districts, children of migrant workers. TAF-SAPP Programs aims to achieve the objective above through four interlinked intermediate outcomes: (i) better organized communities with improved capacity to engage with the government; (ii) improved "enabling environment" for SAPP implementation; (iii) developed and utilized SAPP mechanisms; and 9iv) improved health and education service-related policy and budget analysis, formulation and implementation. The Program has been developed and will be implemented by local civic society organization (CSO) partners in 12 districts in the provinces of Aceh, Central Java, East Java, South Sulawesi and West Nusa Tenggara.
SUMMARY OF JOB RESPONSIBILITIES
The Program Officer for local Governance Program provides direct management and implementation of the TAF-SAPP Program described above. S/he is responsible for the day-to-day management of the local CSO partners, in close cooperation with a Program Implementation, Monitoring and Evaluation Consultant, and with Senior Director for Programs. S/he is responsible for program development and conceptualization, implementation, monitoring and evaluation. S/he will also provide strong support to the Senior Director for Programs in managing the flow of reports, proposals and work plans, funding source administration, and cross-unit collaboration, for the Local Governance Program.
RELATIONSHIPS
INTERNAL
  • Regular contact and communicate with all TAF-SAPP team members and TAF-Indonesia staff
  • Maintain and develop communication and coordination
  • Support Senior Director for Programs
  • Contact whit other program and theme staff in the Foundation's offices in the US and Asia
EXTERNAL
  • Develop and maintain contacts with other local and international NGOs working on local and village governance, and public service delivery in Indonesia, ensure coordination, and raise the profile of TAF
  • Maintain and develop relationships with existing donors and funding agencies
  • Develop working relationships with government agencies at the national and local levels. Assist in developing and maintaining good public relations with the government
  • Public speaking and contributing to publications on our work may be required

JOB FUNCTIONS

PROGRAM DEVELOPMENT & ADMINISTRATION
  • Day to day management of TAF-SAPP Program --including liaising and providing input to local CSO partners, monitoring program implementation, reviewing all training and publication materials, providing technical assistance by serving as facilitator, speaker, editor and such, for partner programs and products, and, along with the Senior Director for Programs, representing the programs to donors
  • Work with existing and prospective local CSO partners to develop program activities; determine program feasibility; monitor and facilitate programs; obtain timely and useful reports; critically evaluate outcomes; review incoming proposal, manage proposal tracking system, and work with local organizations to refine proposals and program designs
  • Prepare necessary documents for pre-award and, if necessary, grant amendment internal review by TAF Indonesia management, in coordination with the Grant Officer and Child Protection Officer, including concept and mechanism, organizational and financial assessment, child protection assessment, technical and financial proposal reviews, as well as preparation of Letter of Grant and Amending Letter of Grant
  • Design and implement TAF-SAPP Program work plans and Monitoring and Evaluation measures, with assistance from the Program Implementation, Monitoring and Evaluation (PIME) Consultants
  • Provide technical assistance as needed to local partners to develop work plans and M&E measures
  • Document and share "story of change" and "story of no change" from the program implementation, together with the PIME Consultants
  • Prepare, under coordination of the Senior Director for Programs, donor reports to KOMPAK
  • Coordinate with other units as needed to facilitate cross-fertilization and internal networking
  • Assist Senior Director for Programs to manage all aspects of funding source financial management
  • Assist Senior Director for Programs to manage annual program budget, spending processes and internal grant administration
  • Understand and implement donors' financial, accounting, and compile requirements
  • Monitor important social, political and economic developments in-country

EXTERNAL RELATIONS
  • Assist in drafting proposals for potential donors using established TAF and relevant donor guidelines
  • Attend conferences, event and donor coordination meetings on behalf of TAF
  • Maintain and develop network with local CSOs in the areas of village and local governance, social accountability and public participation, public service delivery and other relevant areas
  • Assist in developing and maintaining the Foundation's profile in this area

REQUIREMENTS

EXPERIENCE
  • Minimum of eight years work experience designing and implementing development programs, with a strong background or specialization in governance, particularly in village and local governance, social accountability and public participation, and public service delivery
  • Experience in project management and strategic grant-making
  • Experience in developing and conducting training programs
  • Knowledge of and experience with Indonesian government system at the national and local level
  • Good understanding of international or government funding agencies

EDUCATION
Advanced degree in the social sciences (public policy or administration, sociology, anthropology, political science), development studies, management, or other relevant fields

OTHER
  • Keen understanding of the Indonesian politics and civil society, especially issues related to governance, social accountability, public participation
  • Interest in political economy dimension of policy reform and implementation
  • Excellent verbal and written communication skills in both English and Bahasa Indonesia
  • Strong written and analytical skills
