IBI International Job Vacancy: IT Development Specialist - Dili, Timor Leste

IBI International is an international economic development consulting firm whose main client is the U.S. Agency for International Development (USAID). Now celebrating 21 years of operations, IBI is headquartered in the Ballston neighborhood of Arlington, Virginia.

This Task Order is to support the Government of Timor-Leste’s (GOTL) Fiscal Reform Plan by improving the efficiency of international and cross border trade. The activity seeks to assist the GOTL to reduce trade costs through implementing international best-practice customs clearance procedures. This is expected to encourage investment, increase government revenues, and support Timor-Leste accession to the Association of Southeast Asian Nations (ASEAN) and the World Trade Organization (WTO). The activity should increase transparency, clarity, predictability, and certainty in the trade environment, allowing traders and producers to become more efficient.

Objective: To develop and operationalize three different I.T. related systems as part of the Customs Reform Project (CRP) proposed strategy to tackle integrity issues, target risk and provide the public with access to trade related information.

Responsibilities

  • Identify appropriate commercially available off the Shelf (COTS) Integrated Voice Recording (IVR) software which facilitates the implementation of a fully automated NCH. Draft report with recommendations.
  • Identify appropriate I.T. solution for the secure hosting of the NCH system. Draft report with recommendations.
  • Present findings to CRP project team, Customs and the FRC as required.
  • Once software and hosting proposals have been approved, assist Customs in the implementation and operationalization of the NCH.
  • Develop supporting documents such as procedural manual and templates to support the NCH.
  • Develop and deliver training to suitably qualified Customs staff in how to administer, maintain and trouble-shoot the NCH system.
  • Provide ongoing technical assistance to monitor and support the operation of the NCH throughout the period of this task order.
  • Draft report identifying I.T. solution for creation of new secure, centralized CID, including mock-up of screen shots that show design layout and proposed functionality.
  • Present findings to CRP project team, Customs and the FRC as required.
  • Identify appropriate I.T. solution for the secure hosting of the CID system. Draft report with recommendations.
  • Once proposal has been approved, develop the CID in line with agreed specifications.
  • Develop supporting documents such as procedural manual and templates to support the CID.
  • Operationalize the CID and provide training to suitably qualified Customs staff in how to administer, maintain and trouble-shoot the system.
  • Provide ongoing technical assistance to monitor and support the operation of the CID throughout the period of this task order.
  • Under the guidance of the FRC, work in partnership with the Customs Trade Facilitation Committee (TFC) to develop the necessary I.T. integrated architecture and infrastructure to support the TLTIP. Draft report with recommendations.
  • Identify appropriate I.T. solution for the secure hosting of the TLTIP system. Draft report with recommendations.
  • Present findings to CRP project team, Customs TFC and the FRC as required.
  • Once the architecture and hosting proposals have been approved, develop and operationalize the TLTIP in line with agreed specifications.
  • Develop the necessary procedural manuals and authorities to manage, maintain and update the TLTIP. Draft report with recommendations.
  • Develop and deliver training to suitably qualified Customs staff in how to administer, maintain and trouble-shoot the TLTIP system.
  • Provide ongoing technical assistance to monitor and support the operation of the TLTIP throughout the period of this task order.
  • Other technical and operational project needs per the directions of the COP and DCOP.
Qualifications:

  • Bachelor or Master’s degree in management information systems (MIS), ICT, Web Master, Customs or other relevant field, or equivalent;
  • Minimum 10 years of demonstrated professional expertise in one or more of the following areas: Customs systems (highly desirable), development and management of ICT systems (highly desirable), and development and design of information portals/web based information systems.
  • Previous experience and knowledge of the ASYCUDA Customs system
  • Strong ability to interact effectively and collaboratively with a broad range of government officials, international donors, and other key stakeholders
  • Experience in working in a developing country environment is highly desired.
