Background:
Rizwan Adatia Foundation (RAF) strives to achieve the improvement of Quality of Life (QoL) of poor and marginalized communities in areas of Asia and Africa through interventions in the areas of health, education, income generation, and livelihoods. RAF endeavors to touch millions of people by empowering them to become self-reliant, ensuring quality education for the marginalized, inner happiness across the age groups, job opportunities for the deserving youth, food and medical facilities, relief and recovery support to areas facing natural disaster in partnership with other private sector NGOs and local government agencies.

Overview:

The PM will be based at Foundation’s Kinshasa office in the Democratic Republic of Congo, to manage its current programs in Kinshasa. The position shall report to the Chief Operating Officer - RAF; and will be responsible to develop implementation and monitoring mechanisms and work plans to ensure that the country program goals and objectives are met. He would focus on RAFs ongoing Programs as well as identifying gaps for RAFs intervention and enhancing its impact and utilization of services in program geographies, currently run in Kinshasa. The PM is the first point of interface of RAF with the relevant authorities in the respective areas of intervention in the government and other key stakeholders in the country. The position is responsible to provide managerial leadership to the RAF team and coordinate effectively with the other service providers.

Duties and Responsibilities:

  • Under the overall guidance of the COO, the PM will be responsible for managing the overall implementation of project funded/ implemented by RAF in the DRC. 
  • He will guide staff and partner agencies to facilitate harmonization of activities with the stakeholders to maximize results. In addition, he will take a holistic view of the programs being implemented and ensure Program development, management, administration and staff development. The PM will perform the following functions:

Program Management – Financial, Administrative and Human Resources:

  • Lead the project team in both substantive and operational issues ensuring optimization of human and financial resources and  nurturing a culture of results with highest performance standards;
  • Undertake day-to-day management of the overall projects implemented currently, including  proper documentation tracking the achievement of outputs;
  • Prepare work plans, produce timely reports, forecast cash flows, financial and progress reports, as required by RAF reporting systems;
  • Manage the overall budget and facilitate budget approvals and revision processes as per directions of COO;
  • Appraise and evaluate the results of operations/ financial accounts for the DRC Operations on a regular basis and report to the COO;

Planning, Implementation, Monitoring and Evaluation:

  • Develop strategic documents for programs’ implementation, monitoring and evaluation such as policy papers, concept notes, etc.; with time limits with quality.
  • Ensure proper coordination with implementing partners so that outputs are achieved on time and in high quality as per planned targets;
  • Ensure compliance with donors’ agreements if and when required;

Partnerships and Resource Mobilization:

  • Establish and maintain partnerships with stakeholders (government, NGOs, CBOs and donors);
  • Support the RAF Head Office in mobilization of resources from different partners, including the preparation of strategies, Program briefs and project documents, organization of regular donor meetings and field visits while participating in fund raising activities as appropriate;
  • Extract lessons learned to support project improvement and feed into future project/s, while facilitating  durable solutions policies and programming knowledge globally, including partner/s (facilitation of knowledge building and knowledge sharing).

Required Skills and Experience:

  • Advanced University Degree (Masters) in Economics, Rural Development, Agriculture, Public Administration, Political Sciences, Social Sciences or related field.
  • Between 3-5 years of Programs implementation, managing a team of professionals.
  • Knowledge of external environment (relevant to development sector, including government bodies, donor institutions, forums, network, Corporates, etc.)
  • Strong negotiation, interpersonal and communication skills
  • Strategic thinking, program management skills, people management skills, budgeting skills and negotiation skills with abiiliy to work under tight timelines and work efficiently under pressure.
  • Fluency in spoken and written communication in English, Kinshasai and Hindi.
  • Willingness to travel extensively to program areas within the Kinshasa DRC of Kinshasa and to other areas as required.
  • Compensation Offered: Savings of US 2,000 per month.
