Logistics Manager - International Medical Corps, Haiti

JOB SUMMARY
The Logistics Manager will assist the Logistics Coordinator or the Global Logistics Manager in all aspects of the field logistics and security procedures ensuring that they are implemented in accordance with the organizations policy and fully support operations in the field.

ESSENTIAL RESPONSIBILITIES
  1. Logistics Operations • In coordination with the Logistics Coordinator, implement logistics management systems according to internal Logistics Guidelines within allocated area of operation in matters pertaining to logistics planning, international and local procurement, tendering, contracting, commodities tracking, import, cargo receipt, warehousing and stock management, transport (international and in-country), vehicle fleet management and asset management and maintenance, distribution support to program team, mandatory reporting, proper logistics set up of new sites or closure of sites when project activities end, mandatory reporting… • Supports Logistics Coordinator in acquisition of equipment according to the project budget lines and organizing maintaining and developing a proper asset and inventory control and tracking system • Participates in thorough assessments of the logistics issues in emergency situations (airports, trucking fleets, warehousing, access routes etc.) and continue assessment to note relevant changes in post-emergency period • Manage all commodity movements, including secure warehousing, inventories, delivery, distribution facilitation supported with appropriate evidences and reports on commodity movements and problems encountered, as well as their resolution • Supervise, manage and coordinate all logistics related activities assigned by the Logistics Coordinator from the technical and management point of view in a professional manner • In absence of Logistics Coordinator, assist and advise the Country Director on logistics procedures in order to support the projects in the most time and cost efficient way • Participate in new projects planning and ongoing projects pipelines execution, as appropriate • Manage the supply chain on medical, non-food, food and items by ensuring that the program staff is well-informed and well-prepared for incoming pipeline and related schedule • Ensure timely reporting to Logistics Coordinator/Operations Manager on stock status and help Program staff with planning of stock replenishment • Submit regular weekly and monthly logistics reports to Logistics Coordinator in line with internal Logistics Guidelines • Coordinates with Logistics Cluster or other coordinating mechanisms for interagency logistics coordination (where applicable) within assigned area of operation, with donors, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule distribution of commodities on a regular basis as programmed, as well as to ensure adequate information sharing and address common concerns/problems and seek solutions, all based on allocated responsibility level • In coordination with responsible program staff assist end-use monitors to verify that distribution has occurred within assigned area of responsibility according to the intentions and plans of the donors and project partners • Negotiate and verify adherence to conditions and terms of the commodity transport contracts in consultation with Logistics Coordinator • Ensure adequate transport means and review transport related documentation to reduce any exposure for the organization. • Locate and negotiate terms for adequate warehousing with security well-maintained, and meet basic safety and health requirements • In absence of dedicated technical staff supervise small scale construction projects (where required)
  2. Compliance • Assist in the oversight of logistics operations and reporting, ensuring compliance with the organizations policies related to logistics and procurement procedures, Donor regulations and local laws • Ensure procurement and disposal of commodities that are subject to Export Compliance are in line with applicable licenses and are properly documented • Report on all logistics activities • Report regularly to the Logistic Coordinator, providing timely updates
  3. Human Resources • Assist with the recruitment and selection of qualified logistics field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors • Provide assessment and reports of the job performance evaluations of logistics staff members under supervision • Maintain open lines of communications with all field staff
  4. Training/ Capacity Building • Determine training needs for the field staff • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs • Advocate and plan for professional development for expat and national staff
  5. Working Relationships • Maintain frequent communication with the Logistics Coordinator, Country Director and Global Logistics Manager to ensure logistics activities progress is communicated and any issues properly addressed • Work with program, finance and logistics staff to ensure the coordination and communication of logistics and procurement support activities • Interface with national government and relevant agencies in the absence of the Logistics Coordinator
  6. Representation • When tasked, represent the organization to government officials, Logistics Cluster, shipping and clearing agents, transport companies, and partner representatives in a positive and professional manner • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
  7. Security • In absence of Security Officer or Logistics Coordinator ensure adequate staff and commodities security related activities are implemented and ensure coordination within the organization and with relevant external parties in case of potential or ongoing security risks • Ensure application and compliance of security protocols and policies if tasked
SKILLS AND REQUIREMENTS
• Experience (3 years minimum) in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management, distribution support • Proven record on the ability and experience of the management of logistics team • Academic degree in logistics or relevant field (desired). Certification in Humanitarian Logistics (desired if no academic degree) • Experience with donor specific procedures related to logistics • Understanding of budgets and ability to prepare timely, complete and accurate logistics reports • Ability to conduct training workshops in all areas of logistics for national staff (suitable to staff knowledge level) • Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring • Strong organizational and problem-solving skills with analytic approach • Strong interpersonal, management and leadership skills • Ability to work in participatory manner with staff to assess needs, implement and monitor activities • Ability to integrate and work well within multiethnic and multicultural team • Ability to work in harsh condition, often in remote areas • Valid driving license • Proficiency with MS Word and Excel (minimum requirement) • Prior experience of logistics software use (desired)

LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players • Ability to speak French is required
