Procurement Advisor - East Timor

Job Summary:
The Procurement Advisor will provide assistance to the Office of Inspector General (OIG) and other government of Timor Leste (GOTL) institutions in improving procurement practices.

Principal Accountabilities:
Performs initial Training Needs Assessment of procurement staff. Analyzes baseline from Assessment. Develops recommendation for gradient scale training programs to bring the procurement officials to a professional level of competency that can be measured by successfully passing an international accreditation examination for procurement officials.
Designs training programs that are accepted by Timor-Leste government officials as required staff enhancement training for procurement officials. (Professional development training.) Designs and Pilot tests selected training programs to be delivered by Timor training teams. Develops and delivers appropriate competency testing programs for procurement officials as part of training program development. Supports the creation of best practices procedures and manuals to guide the procurement function including, but not limited to: planning and conducting field work, assessing deficiencies, and preparing comprehensive and accurate working papers.

Assists in preparation of procurement guidance, training and legislation. Coordinates training schedules.

Knowledge & Skills:
Knowledge of best practices in procurement required. Knowledge of international testing organizations for procurement officials required. Excellent inquiry, data collection and analysis skills. Excellent reporting, writing and presentation skills. Able to interact effectively with all levels of government, officers and field personnel. Strong analytical and problem solving skills. Proven ability to negotiate and communicate with both internal and external stakeholders. Language skills required: English. Language skills desired: *Portuguese, Tetum.

Physical Requirements:
Working condition at the assignment location could be remote and potentially challenging. Long hours, exposure to weather and hazardous conditions. Must be willing to travel outside Dili, Timor Leste.

Experience:
Minimum seven (7) years experience with procurements in government organizations. Some research experience is required. Experience with donor-funded activities.

Education:
Bachelor’s degree in Public Administration, Criminal Justice or related field from an accredited college or university. Master’s Degree preferred. Experience in related field will be considered.
