Moldova is identified as one of the main countries of origin of the victims of Trafficking in Human Beings in Europe. The number of victims of trafficking in Moldova is estimated at 60,000 people. Since July 2007 Médecins du Monde (MdM) has been running a project of assistance to victims of trafficking in human beings and prevention in Balti and in 5 surrounding districts in Northern Moldova: Floresti, Falesti, Singerei, Glodeni, Riscani
The project is operated through an integrated approach combining identification of victims, assistance to victims and their families, and prevention activities.

In order to identify victims of human trafficking, MdM trains medical and socio-educational professionals, whilst two mobile teams provide psychological and social consultations in rural areas. MdM also monitors the multidisciplinary care provided to victims with the aid of its network of national and local partners and in the framework of the National Referral System, a national mechanism aiming at coordinating all the actors active in the field of assistance to victims of human trafficking at the community, regional and national levels.

As far as prevention is concerned, MdM raises awareness of human trafficking in schools, working alongside children and vulnerable adolescents, and by organizing media campaigns throughout the region.

The current MdM project, called “Upholding the human rights of victims of human trafficking in Moldova and Transnistria: from multi-disciplinary assistance to prevention” co funded by European Commission runs from April 2011 to June 2012. This year will be focused on hand-over of our support to local partners, whether public or private.

TASKS AND RESPONSIBILITIES: Under supervision of general coordinator and in line with the expected results of the project the responsibilities of the medical officerprogram coordinator are as follows:

Result 1: The protection of victims of THB is increased through the reinforcement of the local professionals’ capacities in identification, referral and multidisciplinary assistance The program coordinator will gather and ensure the hand-over in a user-friendly manner of all tools elaborated by MdM during programme duration She/he will organize key training of professionals to ensure the sustainability of identification and referral network. This network includes medical staff – from GPs to nurses-, social assistants, psychologists and other professions. He will maintain relations with partner organizations on these issues.

Result 2: The capacities, the effectiveness and juridical awareness of local authorities in the referral and assistance of victims of THB are reinforced The main objective on the current project with regard to this result will be to ensure a shared vision of the different steps of assistance to VTHB in the northern region by all professionals concerned: The program coordinator will formalize and ensure diffusion among all professionals concerned of a step-by-step assistance to VTHB, from identification in the most remoted villages by local social assistants to specialized medical care in regional hospital She/he will organize training of trainers and round tables gathering medical and social professionals members of the multidisciplinary teams of the national referral system. in cooperation with general coordinator. He/she will compile reports of analysis (best practices + recommendations) on NRS in all regions, to Moldovan authorities and local partners. He/She will carry out an advocacy action on the right to health of THB victims together with local and international NGOs (to be determined)

Result 3: THB victims’ access to quality multidisciplinary assistance (juridical, medical, social, psychological and professional reintegration) and information about their human rights is improved He /she will do monitoring of the assistance mobile team (1 physician, 2 psychologists + 2 social workers) He will support the data base officer in collection of medical data.

Result 4: Awareness of young people and at-risk groups on Human Rights abuses is improved through information on risks and consequences of THB provided

She/he will do supervision of the prevention team and activities developed in schools, universities and rural communities.

More specifically: In line with these main tasks the program coordinator will ensure management of activities, she/he will: - be in charge of programme planning, supervising and managing in collaboration with the general coordinator - coordinate and actively monitor the implementation of the project activities (plan, implementation, reporting); - report on the outcomes and implementation process to the general coordinator - be in charge of drawing up the budget and the follow-up with the collaboration of the administrator and the general coordinator - will manage the team work - will carry out negotiations and maintain regular relations with the local authorities with the general coordinator - will contribute to elaborate the agreements with international organizations, other NGOs and other local partners and ensure good relations with them and the respect of the commitments under the supervision of the general coordinator - will be in charge of the monitoring and evaluation of the program - will report regularly to the general coordinator on activities

Profile: - Previous experiences in NGO, in a similar position - Experience in HR management.

Languages: Fluent English (oral and written) mandatory Russian or/and Romanian: an asset

Contract: Starting: ASAP Duration: 9 months (renewable)

Allowance: Monthly allowance: 915 euros / months (+ perdiem)
