SUMMARY: To conduct a threat and risk assessment with respect to the increase in violence, crime, kidnap, extortion and gang activity throughout Honduras; review project office’s action and contingency plans, and assist Counterpart International - Honduras in developing its safety and security approach and procedures in line with Counterpart International standards. To work with and coach senior staff and field staff on security management and develop a training curriculum around needs identified and staff competency.

SCOPE OF WORK: • Risk of working in delicate areas such as anticorruption and accountability of Public Institutions which could result in direct attacks against Counterpart staff particularly at senior level. • Risk of working in hot spot neighborhoods throughout project sites. • Personal protection in day to day activities. • Senior staff household security assessment. • Security measures while travelling throughout the country. • Protection and safety of Program office and assets. • Complete risk and threat assessments • Complete project office action plan • Development of Project Office policies and procedures related to staff security. • Assessment of local resources for support in times of crisis • Security management of programs with respect to safety of staff and protection of assets.
• Develop a needs based training curriculum • Coach staff on security management • Internal workshop conducted with staff who have security management responsibilities to establish security triggers and implications of indicators

QUALIFICATIONS: • Excellent oral and written communication skills • Highly organized with an attention to detail • Strong facility with Microsoft Office applications (Word, Excel, Powerpoint) • Ability to work independently, prioritize and multi-task • Ability to take direction and work well with others • Prior Security management experience.
