Overview of the Position

Our client is a marketing-focused, results-oriented social business, which uses modern management and marketing techniques to provide family planning, reproductive and sexual healthcare and allied services. The South Sudan office is a member of a Global Partnership, which operates in over 42 countries worldwide. Our client’s goal is to improve quality of life in South Sudan by dramatically improving access to and use of family planning and other reproductive health services.

The Finance and Human Resources Director is responsible for managing the overall provision of Financial and Human Resources policies and services for our client. The Finance and Human Resources Director is expected to bring a modern, business-like approach to the leadership of both functions. S/he will lead the development and implementation of Finance and People & Development strategies that will support the attainment of our client’s organisational goals and objectives. To achieve this, our client requires an innovative, result oriented individual who has a vision, and wants the challenge of developing finance and managing organisational change.

General Functions
Strategic Development – Finance:  Lead the annual business planning process for finance and advise on finance aspects of other areas of business planning;  Contribute to the strategic direction of our client’s South Sudan office  Establish and manage a finance team able to effectively implement all key functions - establishing the priorities and focus of team members;  Focus on our client’s financial viability and sustainability.

 Provide creative critical analysis in the areas of value-for-money, cost-effectiveness, income generation/resource development and the minimisation of wastage of resources.
Direct Finance  Ensuring that the finance and financial administration functions are implemented efficiently and cost-effectively and provide adequate support to our client’s programmes;  Establish and manage a finance team able to effectively implement all key functions;  Establish the priorities and focus of team members on priorities as the programme expands;  Managing our client’s bank accounts. Maximise interest earnings balancing these against exposure to currency exchange risk.  Production of high quality management information that is both succinct and comprehensive.  Providing leadership to management in interpreting this information, highlighting the key issues for consideration and follow-up.  Work with the management team, including the Programme Managers to enhance staff competencies in finance, financial administration and donor reporting and compliance.  Identify, document and share best practices and play a key role in training both finance and non-finance staff.  Lead special projects as assigned.

Internal and External Relations:  Donor and regulatory agency liaison: providing continuing dialogue with actual and potential funding sources and government regulatory bodies.  Develop management information reporting systems and provide timely reports to senior managers;  Ensure that our client’s finance policies and practices comply with requirements under South Sudan’s law;  Responsible for liaison with external bodies and with legislative authorities related to finance;  Provide employee relations support and advice that ensures effective communication between management and employees.

Project tracking internal reports and donor reports.  Unqualified External Audit, Internal Audit (only low risk areas identified) and our client’s Financial Scorecard (75% or over).  Current national and international developments factored into on-going plans.  Low level of creditors and debtors maintained. Cash flow managed on a monthly basis.  Management reports.  Evidence that management team understand organisational performance and take decisions accordingly.  Knowledge disseminated through reports, Open Door and conferences.  Management of assigned projects.  Internal and External Relations  Evidence of regular contacts and interactions with donor representatives.

 Timely submission of reports – accuracy of data validated through internal audit.
 All annual returns submitted to relevant bodies on time – evidence of this is sent to London: donor and our client’s Audits.
 Evidence of regular contacts and interactions with financial and legislative representatives.
 Organisational performance; Organisational Development Tool completed and continually improving scores received.

Essential Experience  Educated to degree level and hold either a Certified Public Accountant (K) or recognised accountancy qualification (ACA, CIMA, ACCA or equivalent). Postgraduate qualification is desirable.  Fluent English both oral and written  Detailed knowledge of South Sudan’s finance laws is desirable  Good computer skills with knowledge of office software packages and other programs are essential  Demonstrable post qualifying experience, preferably with some commercial experience in financial management, auditing and reporting;

 Successfully held a finance management position, ideally in a customer orientated, dynamic organisation
 Experience of implementing transformation in finance and achieving organisational change, bringing modern, progressive approaches to finance practice through systems and procedures implementation;  Familiarity with donor funded projects and project reporting is desirable though commercial experience can be equally valid;  Ability to manage the overall work process of a finance unit by ensuring effective work assignments, supervision and development to ensure availability of competent and well-motivated staff.  Have experience of developing and successfully implementing a strategy for Finance aligned with organisational objectives;  Proven ability to train and develop others. Working Conditions  Working conditions are normal for an office environment. Work may require frequent weekend and evening work. Work may require frequent overnight travel.  Based in South Sudan with competitive international package.
