I. ORGANIZATION OVERVIEW
PlaNet Finance Group is an international non-profit organization, which aims to alleviate poverty by contributing to the development of the microfinance sector. PlaNet Finance has been running programmes for 10 years and is now present in 40 countries. PlaNet Finance Group is presently involved in technical assistance (through PlaNet Advisory), rating (through its independent affiliate Planet Rating), micro-insurance (through its independent affiliate PlaNet Guarantee), provision of direct microfinance in France (through its independent affiliate FinanCités), investment advisory (through its unit PlaNIS) and Greenfield MFI development (through its independent affiliate MicroCred).
I. MAJOR RESPONSIBILITIES
I.1 As Director of PlaNet Finance China
Under the direct supervision of PF CEO and in coordination with the direction of Operations, the Director of PlaNet Finance China will be in charge of:
a. Coordinating technical assistance (TA) and advisory programs in China, ensuring high-quality standards, timely deliverables and client satisfaction
b. Developing PlaNet Finance TA activities and business lines in China: identify needs of the local microfinance and banking industry, design appropriate programs or concepts; set up partnerships with key institutions, identify financing opportunities
c. Working in teams with other experts, train and coach junior experts, build a track-record of successful projects, develop industry expertise and specializations
d. Managing the office in a sustainable way. - Administration and Finance (Budget, Cash Flow, Taxes…) - Compliance: Ensure PlaNet Finance activities compliance with the local law - Human Resources
e. Ensure performance management process for office-staff - Assign annual objectives to each staff member under his direct responsibility - Perform annual performance review for the staff - Recommend compensation increases and discipline actions as needed
f. Ensure that the staff works effectively and productively
g. Prevent problems and conflicts through anticipation and active management
I.2 As Senior Technical Advisor and consultant in China
a. Provide technical validation on proposals at development stage - For Development Unit staff - By reading key proposals at the drafting stage to ensure that they make sense and mostly answer to RFP requirements
b. Conduct quality control for deliverables made by staff in China
c. Technical/Project Work - Conduct field missions as requested by the operations directors - Lead projects as expert/ project director
d. Make technical decisions on existing projects - Approve or validate technical issues of projects in the region - Support other Project Directors to manage client relationships - Ensure client satisfaction - Anticipate low and peak mission points and optimize staff deployment in missions
e. Act as the first point of contact for Technical Issues
f. Make staffing decisions on TA contracts on the country - Recommend candidates to appoint new Project Directors and experts - Manage the TA staff workflow and ensure that PF has qualified staff for upcoming missions by anticipating staff movements and projects needs - Contribute in maintaining a list of qualified external consultants to supplement the projects’ needs - Coordinate with the Operations Director and Projects Management Unit to ensure that all relevant contractual details (e.g. deliverables and budgets) are known and managed to avoid client dissatisfaction
II.QUALIFICATIONS
The successful candidate must have prior project and staff management experience in addition to having either banking or financial services industry background. Prior microfinance experience is preferred. He/she has at least 5 years of banking/finance experience, strong technical/financial skills and proven managerial skills. He/she must have a genuine passion and enthusiasm for the microfinance sector and a commitment to our poverty alleviation mission. Specific requirements include:
• Focused on quality and client-satisfaction, with the capacity to ask the right questions, identify solutions and implement them. Detail-oriented, focused and organized. The ability to anticipate, prioritize and manage tasks in a fast changing environment. • Experience in a role requiring the ability to build and manage a team, mentor staff in order to support them in leveraging their strengths; willing to both give and accept feedback about performance. • Excellent English oral and written communication skills and a demonstrated ability to create persuasive, clear and concise communications to different publics. Strong public presentation, listening, and diplomatic skills, as well as the ability to develop positive and productive relationships. • Chinese speaker is a must • A professional demeanour and the capacity to interact with various types of actors (international donors, banks, NGOs, micro-entrepreneurs, governments) and skills to adapt quickly to different environments and cultural contexts. • Able to quickly understand needs, effectively articulate PF solutions and sell TA programs.
III. GEOGRAPHIC COVERAGE
The position is currently based in Beijing, China, however, depending on projects priorities as set by the PF CEO relocation within the country is a possibility.
The position entails regular national travels in China and Asia Region. Possible technical missions worldwide on special request by PF CEO.

Commensurate with experience.
