Monitoring and Evaluation Manager - American Refugee Committee International, Nyala

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The ARC Darfur program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in southern Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.

In conjunction with the Khartoum support office, the field office in Nyala supports the delivery of primary health care services at 12 rehabilitated community clinics and a large clinic in the Gereida camp in addition to reaching out with mobile clinic services to 6 remote communities in which health facilities have not yet been rehabilitated. Water and sanitation services, including the construction/rehabilitation of boreholes water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 war-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food.

With an annual budget of between $8-10m, the Darfur program has 12 expatriates and over 300 national staff some of who are seconded from the line Ministries of the Sudan government.

PRIMARY PURPOSE OF POSITION The Monitoring and Evaluation Manager (M&E Manager) is a senior management position working closely with the Country Director, Head of Field Mission and country team as the technical lead to design, implement, monitor, evaluate and report on interventions that address the immediate emergency and recovery needs of the ARC target populations in South Darfur. At the same time, the M&E Manager will help prepare the target population for longer term development.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Under the supervision of the Head of Field Mission, the Monitoring and Evaluation Manager shall:
• Lead or significantly input into the design and implementation of all program surveys, assessments, and other baseline information generation processes. • Establish and manage a comprehensive database system that captures, analyzes and makes available to staff and other authorized persons or groups basic statistical information on the target communities, Darfur, and Sudan at large. • In conjunction with the Head of Field Mission, work with the sectors to set clear sector goals, objectives, achievement indicators and logical frameworks where necessary. • In conjunction with the Head of Field Mission and sector heads, develop and implement a comprehensive and integrated, but simple sustainable program monitoring system and tools to track/measure program implementation processes and accomplishments. • Periodically evaluate program implementation processes and performance and recommend measures to improve program output and cost effectiveness. • Train ARC staff and, where necessary, community groups in the use of program monitoring tools. • In conjunction with the Head of Field Mission, work with sector heads to develop project/program proposals for funding. • In conjunction with the Head of Field Mission and sector heads, compile annual sector objectives and activities into operational plans. • In conjunction with the Head of Field Mission, support the Country Director to develop and periodically review the Country Strategic Plan. • In conjunction with the Head of Field Mission, work with sector heads to produce progress reports and updates as required by donors, governments, and ARC. • In conjunction with sector heads, carry out program reviews and evaluations as may be required by donors and Head of Field Mission/Country Director. • Carry out any other duties assigned to you by the Head of Field Mission and or Country Director.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • Advanced university degree in international development/development management, monitoring and evaluation in social work, post-graduate studies or diploma in any of these fields will be highly advantageous. • 4 years of progressive professional M&E experience with non-governmental organizations - at least 3 of these must be in complex emergency or post-conflict settings at international level. • Evidence of practical experience in project design and management, proposal development, monitoring and evaluation, and donor reporting. • Practical and relevant experience in using planning, monitoring and evaluation tools in projects related to social work. • Experience working in the health sector. • In-depth knowledge of result-based and rights-based programming and gender mainstreaming. • Competence to provide technical assistance to counterparts as well as designing and conducting training programs related to monitoring and evaluation. • Good communication and analytical skills with ability to write and review technical reports. • Strong computer skills including database management applications. • Familiarity with logical frameworks and SMART objectives. • Excellent self-motivation skills. • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs; the ability to work with a broad spectrum of people. • Fluent in both written and spoken English; speaking Arabic is an added advantage.
