Project/Proposal Summary:
The USAID/Mexico-funded program entitled "Mexico Rule of Law III: Justice and Security Program" supports Mexican implementation of its constitutionally-mandated criminal justice reforms, capacity building in justice system institutions, and the engagement of civil society in the reform process. Program efforts focus on the eleven states that are most advanced in reform implementation.
Position Summary: Under the general supervision of the Objective Two Team Leader and in collaboration with external consultants, the program manager will be responsible for coordinating and supporting structured technical assistance to strengthen justice sector professional education and other duties as assigned by the Objective Two Team Leader. The program manager will work from December 1, 2011 until approximately May 31, 2012.
Responsibilities: The “Core Functions” Program will provide technical assistance and support to state court, prosecution and public defender institutional education programs with regard to the organizational functions and arrangements essential to sustainable internal training capacity. The Program Manager will support all three programs administratively as well as coordinating resources within tight timeframes. The participatory three-part needs assessment and action planning process for each institution will:
• increase the institutions’ capacity to effectively educate justice system practitioners (police and prosecution, judges, public defenders in the reformed criminal process; • create a community of practice in which Mexican state justice institutions can build programs that meet their need for both initial and continuing education.
The priority state “Core Functions” program will provide a foundation for strengthening state justice institution education programs.
Qualifications: Education and Experience : 1. University degree in relevant field; 2. Five years of experience in government, civil society organizations or international development projects; 3. Experience in one or more justice system institutions strongly preferred
Competencies: 1. Strong strategic and analytical thinking; 2. Ability to plan and proactively manage multiple projects; 3. Ability to provide administrative support; 4. Proven proficiency and communication skills in Spanish; 5. Proven writing and communication skills in English; 6. Ability to write clear and concise reports in English and Spanish; 7. Proven computer literacy in Microsoft Office 8. Ability to work under pressure and under tight deadlines; 9. Personal commitment, flexibility, efficiency and drive for results; 10. Team player. 11. Some travel.
Languages:
• Proficiency in English, including report writing;
• Professional proficient-level Spanish: ability to speak and understand in order to communicate with colleagues and counterparts, to present ideas, and to understand written legal and other technical documents related to the justice reform.
