PURPOSE OF POSITION:
To maintain the quality of development programs in alignment with the Partnership standards. This includes quality planning, design, implementation, and monitoring and evaluation systems, and developing quality activities and programs in key sectors/themes including health, agriculture, education, economic development, WASH (Water, Sanitation and Hygiene), HIV/AIDS, disability, child participation, gender and integrating these into the Area Development Programs (ADPs). To bring new Grant and non sponsorship resources for programs in line with the Country Strategy.
KEY RESPONSIBILITIES:
Coordinate the technical services group effectively in cooperation with Operations Director. Be responsible for the Design, Monitoring and Evaluation (DME) quality of ADPs and grant projects including the compliance of the Partnership LEAP Program and iCWBOs. Plan and access to new Grant and non sponsorship resources for programs in line with the Country Strategy. Participate in the overall leadership of WV Vietnam by working as an active and effective member of the Senior Management Team.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED: Bachelor degree in any of the following fields: education, public health, community development, social works, business administration or related field. Conceptual understanding of and commitment to development work, especially child-focused, community based development concepts, approaches and processes. Good knowledge and understanding of key aspects of development work; including health, education, economic development, HIV/AIDS, food security, cross-cutting themes (e.g. gender, child protection, environment, disability), and integration of advocacy and disaster management in development programming. Knowledge of donor requirements and funding sources such as: USAID, OFDA, AusAID, ADB, EU and other bilateral and multilateral donors, and ability to write good proposal and project design. High level of negotiation and persuasion skills in seeking funding commitments and gaining design approval from donors. Demonstrated leadership skills including coaching/mentoring. Excellent interpersonal skills and ability to facilitate and empower self-directed autonomous teams. High level of diplomacy skills with a strong focus on meetings and relationship building with partner NGOs, local government, multilateral organizations, donors. Proven capacity to design and facilitate learning events. Ability to think critically and reflect. Minimum five years experience in development and management particularly Area Development Programs, bi-lateral grants and other government grant compliance experience. Experience with government relations, and networking with international agencies. Experience in managing donor contacts and relations.
PREFERRED: Master degree in relevant disciplines is preferred.
