Role and Responsibilities
The Country Director (CD) is responsible for the oversight and support of the design and management of the strategy, implementation, development and evaluation of the Madagascar Programme. The CD represents Medair for all issues related to the Programme. The CD ensures appropriate leadership and management capacity is given to the support side of the Programme implementation (HR, Finance and Logistics).
Project Overview
Medair is supporting the emergence of a private public partnership to help sustain the development of local structures and appropriate innovative technologies for a real improvement in hygiene and access to clean water and sanitation. Medair also provides rapid emergency response during post-cyclone emergencies on the island and strive to reduce and mitigate the risks local communities face, due to natural disasters (cyclones, flooding and the accompanying risks these bring).

Key Activity Areas
Planning and Strategy
• In co-ordination with the Desk Officer and other relevant staff members, initiate, contribute to and approve (at field level) the design, evaluation and update of the Country Strategy and Exit Strategies so as to facilitate the long term planning and development of the projects in the country.
• Support and oversee, the monitoring, evaluation and reporting on the implementation of planned activities, adhering to project proposals, logical frameworks, institutional donor policies and guidelines.
Financial Management
• Support the planning and construction of project budgets, as needed, in collaboration with the Desk Officer, HQ Finance Officer and other relevant staff.
• Ensure that spending is in line with the approved budgets.
• To oversee and be responsible for any annual audits carried out on site in collaboration with the Project Support Manager (PSM) and other field finance related staff.
Staff Management
• Oversee all HR related issues within the programme including the recruitment, appraisal, management, development & training, general well-being of all staff, team structures, job descriptions etc.
• Oversee the monthly Staff Plan.
Leadership and Management
• Provide leadership, advice, support and ensure successful management and optimization of outputs of all support functions like HR, Finance and Logistics related tasks.
Donor Relations Management
• To oversee the drafting and presentation of all proposals, operational and financial reports related to the Country Programme under his/her control, in order to have SMART objectives and evaluations of the projects as well as to be transparent and accountable to our institutional donors.
Communications and Reporting
• To develop and maintain a transparent, honest and supportive communication structure with managers, so as to uphold a spirit of unity and mutual respect between the field sites and the base.
• Responsible for ensuring the writing of surveys, project proposals, monthly, quarterly and final reports.
Security Management
• Ensure security procedures and awareness is maintained throughout the Country Programme.
Quality Management
• To promote Quality Management Practices so as to implement projects that meet the real needs of the beneficiaries in accordance with their requirements, standards and cultural background.
Public Relations
• Develop and maintain relationships with authorities, churches, donors, media, NGO's and embassies with the objective of raising public awareness and identifying funding opportunities.
• Contribute, as needed, to the needs of the Communication and Fundraising team by supplying Human Interest Stories, web updates, etc. to HQ.
Qualifications
• University degree and relevant professional experience
• Postgraduate degree in the humanitarian sector desirable
Experience / Competencies
• 2 years of experience in senior management position
• 5 years management experience in relief & rehabilitation projects desirable
• 3 year of overseas experience
• Excellent English & French (oral & written), French mother tongue desirable
• Advanced skills in project, finance & strategy planning
• Excellent communicator; excellent negotiation skills, especially in the context of another culture
• Experience in dealing with donors and government officials desirable
• Good autonomy and deep sense of initiative and responsibility

Working Conditions
• Antananarivo is a big city (2.5 million inhabitants) lying in the centre of Madagascar at 1300 meters above sea level. The climate is pleasant during the whole year and the living conditions are good (electricity, clean running water, supermarkets, restaurants, hotels, etc.).
• As every big capital city, there are security problems, which are amplified in time of political instability.
• The CD will mainly be at the office, in Antananarivo, with regular monitoring and support trips to the field.
