Deputy Chief of Party/Producer Group Specialist, Timor-Leste We are currently seeking a deputy chief of party/producer group/enterprise development specialist for a two-year, USDA-funded program in Timor-Leste. The program is designed to build the production and marketing of mud crabs and fish in coastal communities.

Responsibilities:
• Facilitate formation and development of mud crab producer groups and associations. • Design, plan and implement basic organizational development and business training to producer groups. Work at the village level to build producer associations out of informal producer groups, including training on: transparent and accountable management, organizational principles, association development, resource management, business and marketing, etc. • Develop buyer links between producer groups, restaurants, hotels and buyers. • Supervise and mentor a team of local staff and colleagues and counterparts. Build their capacity in organizational development and technical support. • Liaise with local government and facilitate their participation in extension support. • Develop training approach, plans, modules and materials based on training needs and skill analysis. Organize and direct trainings, schedules, gender mainstreaming and technical follow-up. • Track measureable indicators. Supervise the collection, analysis and dissemination of data. • Promote responsible and sustainable use of aquatic resources in training. • Supervise training and field expenditures and use of resources and materials in the field. • Act on behalf of the COP in his absence.

Qualifications: 
• Advanced degree in business, economics, aquaculture, community development or related field is required. • At least seven years of professional experience in community, enterprise and producer group/association development required; this should include experience implementing aquaculture, training and technical assistance projects. • Excellent knowledge and experience in community organizing, group formation, organizational development, capacity building, enterprise development, marketing and project management. • Strong skills in business, marketing and sales, and use of information and communication technology. • Demonstrated knowledge and experience in training, and monitoring and evaluation. • Solid planning and budgeting skills, attention to detail and follow-up. • Ability to work independently to achieve performance objectives and deliverables. • Strong interpersonal skills and cross-cultural aptitude. • Experience in East Asia, preferably Timor-Leste. • USAID project/program management experience is required. • English language fluency is required. Tetum or Bahasa language abilities a plus.
