Regional Strategy and Planning Director - World Vision, Nicosia

PURPOSE OF POSITION:
The purpose of this position is to facilitate the development of regional strategy and aligned national strategies, to facilitate the effective implementation of the Partnership Planning Cycle in MEER, including the Regional Working Group (RWG), to promote alignment of resources to support strategy, to track strategy implementation progress, and to lead a range of functions and processes to support strategy execution

KEY RESPONSIBILITIES:
Facilitate the development of MEER National Office and Regional Strategies Facilitate NDs to do country analyses Carry out regional analyses Develop regional themes based on regional and country analyses Ensure alignment of all levels of strategy with WV Partnership global strategy Facilitate input into National and Regional themes by the RWG Facilitate National Office and develop regional strategies based on RWG recommendations Facilitate, develop and align all strategies Review draft national strategies, provide feedback to NOs, and make recommendations to RL for approval. Review draft national multi-year business plans, provide feedback to NOs, and make recommendations to SDO for approval. Ensure as far as possible the resourcing of these strategies Track implementation of strategies and related indicators Facilitate the effective implementation of the Partnership Planning Cycle in MEER, including MEER Regional Working Group: Finalize a time-line of events for RWG implementation Facilitate events and processes that lead up to the Strategy and Portfolio RWGs Organize and facilitate the pre-RWG meeting (as required) Facilitate the RWG Prepare pre-reads in consultation with SDO and other key regional staff Circulate agenda, key issues, NO strategies and SO resource plans etc to RWG for review prior to meeting Facilitate discussion and decision making regarding regional strategies, allocation of resources, regional policies, practices, standards and emerging strategic issues at the RWG. Ensure a concrete list of recommendations for RVP is documented and posted on RWG web site Ensure deliverables are clearly allocated, monitored and followed up Set in place systems and structures to ensure the ongoing effectiveness of the RWG Facilitate ongoing RWG meetings with regional finance team, analyse implications of annual Global Investment Guidance, and advise on determination of Regional Optimal Levels of funding.

Lead a range of functions/processes to support strategy execution, including the RDU and some related region-wide org and ministry initiatives (details tbc)

Lead and develop regional strategy community of practice Ensure an active strategy point person is in place in each MEER NO Act as Coach, mentor and matrix supervisor to NO strategy point people in all areas of strategy related work Assist NOs to develop and monitor strategy Support NOs with materials, processes and systems for them to develop and monitor strategy including ongoing roll out of the updated NO strategy toolkit Provide capacity building to NO point people for strategy role including mentoring, coaching and feedback Convene regional strategy community meetings as appropriate

Participate in Partnership Strategy Network Report to GOSM as agreed with Director of Strategy - Partnership Planning Cycle Participate in Partnership Strategy Network meetings Participate in and contribute to the Strategy Community of Practice

Develop Capabilities Assess and develop leadership and management competency of key staff in the region Assess and develop programs and programming standards in the region

KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
University degree in relevant field Five years of World Vision management experience Experience in both national office and support office environments desirable, in a range of operations and strategy related roles Excellent interpersonal, organizational and time management skills. Excellent English communication skills (oral and written). Expresses ideas, thoughts, and concepts clearly and effectively in writing, using correct and appropriate grammar, organization and structure. Strategic Planning Knowledge and skills: Demonstrates an ability to perform strategic business planning including setting organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition. Business Know-How: Applies a broad-based understanding of key business fundamentals with knowledge of World Vision’s organization, strategic relationships, and the business/political environment. Uses a high-level understanding of finance, operations, marketing, information systems, and human resources to manage across departmental and functional lines. Evaluates and manages risks to the organization at all levels

PREFERRED:
International Development: Strong knowledge and understanding of humanitarian industry (relief development and advocacy) including how INGOs operate in the global and local contexts. Understanding WV current ministry and operations is critical. Strong detail orientation and analytical ability. Finance and funding Knowledge: Applies understanding of the broad financial basis of the organization strategic resource allocation and understanding funding model. Biblical Scripture Knowledge: Demonstrates knowledge of biblical scripture by accurately applying biblical scripture in decisions recommendations and actions. Computer Skills: Demonstrates effective computer skills including use of Microsoft Office Suite Lotus Notes intranet and Internet and various software applications and databases used in work efforts. Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina. Ability to work in and contribute to team building environment. Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
