GOAL Honduras GOAL has been working in Honduras since Hurricane Mitch devastated the region in 1998. Following the immediate emergency response to Hurricane Mitch in Honduras GOAL focused on a programme of rehabilitation including provision shelter and basic services to those families who lost their homes to the hurricane. Since 2002 there has been a transformation in GOAL’s programming and strategy in the Honduras, where it has moved from post-Mitch rehabilitation to longer-term development programmes. The overarching objective of the current programme is strengthening civil society ability to reduce inequality, exclusion and poverty through Community Led Local Development focusing on rural indigenous communities in Yoro and Gracias A Dios and vulnerable urban population of Tegucigalpa. Principle programme activities include disaster preparedness, food security and livelihoods, provision of basic social infrastructure and strengthening community based organization:
Job Purpose: To support the country programme through research, coordination, writing of proposals and budgets, as well as monthly and donor reports.
Main duties and responsibilities: 1. Proposal and budget scoping and development: a. Lead proposal development process, supporting the Country Director, Programme Manager, Finance Controller and Program Coordinators to develop high quality written proposals and associated budgets that meet the requirements of GOAL and donors. b. Research new funding opportunities and programme proposals, including liaising with other INGOs, government ministries, UN Agencies, DFID, ECHO, the EU and other donors to be up-to-date with opportunities and developments within the relevant sectors.
2. Strong writing skills and prior experience of successful proposal and report writing 3. Strong organisational and administrative skills and good time management 4. Experience of donor relationship management and of donor compliance processes 5. Strong interpersonal skills 6. Strong numerate skills and prior experience of budget formation

- Report writing: a. Coordinate, collate and assist programme staff with writing donor grant reports to ensure timely delivery of quality reporting, highlighting progress and achievement against plans. b. Keep updated grants and proposal tracking records and update grants report and proposal tracking sections of the monthly report c. Ensure proper filing and maintenance of all grant files in both hard and soft copy. d. Provide support to Programme Managers by participating in Grants Opening and Grant Closing meetings, disseminating grants/proposal documents, and responding to information requests from the field and from other partners. e. Coordinate the pulling together of the monthly report. f. Update programme briefing packs to be used for external audiences.
- Support to programmes: a. Ensure familiarity with GOAL’s strategic objectives and with compliance issues for GOAL and current and potential donors.
- Representation: a. Represent the Country Director or Programme Coordinators when requested in meetings at coordination mechanisms.
- Other: a. At the request of the Country Director, Programme Manager or Program Coordinators take responsibility for other duties in line with the responsibilities outlined in this job description.
