Project Co-ordinator - Bureau for Institutional Reform and Democracy, Hanoi and Provinces

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent Project Co-ordinator for a long-term mission in Viet Nam.

Programme: EU – Viet Nam Strategic Dialogue Facility

Starting period: 5th November 2012 Duration: 660 working days over the total duration of the project Location: Ha Noi and provinces Deadline for submission of CVs: 31st July 2012
Overall objective The overall objective of the project of which this contract will be a part is as follows: to contribute to the implementation of Vietnam‘s five-year Socio—Economic Development Plan (SEDP; 2011-2015) through the further development of EU-Vietnam co-operation in sectors of strategic importance.

Required profile: Project Co-ordinator Qualifications and skills • A tertiary degree (equivalent to master degree) law, economic, or social science • Good knowledge of public administration • Good skills in drafting reports, TORs and other documents • Strong inter-personality and good leadership skills • Sensitivity/knowledge of Asian economy, culture and customs
General professional experience • Extensive experience of working with Vietnam administration and dealing at a senior level with governmental and civil society institutions • Experience in project and human management, including programme planning, budgeting, disbursement and progress monitoring in a developing country • Knowledge of and working experience in Vietnam would be an advantage

Specific professional experience • A minimum of 10 to 15 years of professional experience in project coordination, preferably working interaction with government and civil society • Ability to understand the broad issues in relation to governance, rule of law, human rights, public administration reform, civil society, labour and social welfare, migration, trafficking in human beings, organised crime, environment and climate change, energy, urban development, and transport • Excellent coordination and communication and drafting skills • Very good English and Vietnamese expression both orally and in writing • Proven knowledge and experience of EU project management procedures would be an advantage
