Introduction: The project is funded by the United States Agency for International Development (USAID) and is managed by CHARTERED, the project division of our Client Organization, Chennai through a cooperative agreement. In the last two decades HIV/AIDS programming in India has made major strides in halting and reversing the epidemic especially with respect to HIV prevention. The advances made by India and feasibility of adaptation of Indian experiences have resulted in a growing interest in technical cooperation between India and African countries. The goal of the project is to strengthen National HIV/AIDS response in India & select African countries by facilitating Technical Cooperation through a bidirectional transfer of high impact policies, practices and innovations. This project will facilitate mutual experience sharing between India and African countries as in the exchange of Good Practices, Technical Assistance for systems support and to foster innovations. Along with identifying and sharing specific practices that have contributed to strong government leadership in India & elsewhere, & developing methodologies to communicate & share these practices with countries with more variable commitment.

Reason for hire:
This is a technical position reporting to the Technical Lead – Private Sector Engagement in Country Ownership, Stewardship & Private Sector component. This role plays a major part in driving their Innovation agenda. This component will aim at developing strong partnerships with different stakeholders, undertake advocacy, carry-out integration and mainstreaming initiatives within India, in African countries and between India and African countries. This position is primarily meant for providing technical assistance in the specific component to the partnering countries. The person will coordinate with other Technical Managers in the other components to achieve the project objectives. He / She should be ready to step up and deliver innovation programs at pace and scale that are critical to the client’s project. This individual will collaborate with other team members to support the development of theme-specific strategies and innovation focal points. A key part of this role is to ensure that creative excellence, disciplined project leadership; commercial acumen and business management are balanced in delivering superior plans that lead to sustainable innovations.


Responsibilities & Results: • Development of RFP to invite innovative projects from key stake holders • Support and consult Technical lead in conceptualization, administration of budgets and interaction with expert committee and partners in applying the requisite resources to execute the project • Organize and lead theme and strategy-based innovation sessions to generate innovation ideas that position Project to pursue high potential opportunities for Knowledge transfer. • Form a core team, review and finalize the proposals based on the criteria for award of contract to support the organizations for piloting innovations. • Support idea initiators in the development of project proposals for their Innovation Process. • Contribute to and implement the processes and tools for identifying and fostering innovative ideas and communicating these to stakeholders internally and externally & manage key stakeholders to ensure engagement leading to successful project delivery. • To identify the country priorities and requirements on Private Sector Engagements through systematic review and analysis. • Develop concept note, request for proposals, guidelines, etc., for inviting proposals to support organizations for piloting innovations. • Facilitate for release of advertisements for inviting proposals based on the request for proposal. • Coordinate with administration and finance in award of contract. • Providing ongoing strategic technical support to the institutions identified and awarded for piloting innovations. • Developing MIS mechanism, review reports, provide feedback and introduce systems • Document the innovations based on the criteria and guidelines and develop a resource kit in the form of print, PPT, video, publications, etc., • Facilitate for disseminating the innovations documented in state, regional, national and international forums. • Develop networks and partnerships for leveraging resources and for successful implementation of innovations. • Continue to identify and document innovations demonstrated within India and in sub-saharan African countries in the areas of HIV/AIDS and disseminate through appropriate platforms. • Evolve appropriate plans and coordinate for developing partnerships in documentation and dissemination of innovations in HIV/AIDS with the focus on Private Sector Engagement. • Facilitate for Guided Exposure Visits team to get exposed to the innovations and best practices on PPP demonstrated in India. • Develop linkages with other similar institutions involved in grant challenge program, piloting innovations, etc. • Identifying and empanelling experts and mentors for providing support in grant challenge programs, piloting innovations. • Developing Annual Action Plan (AAP), Country specific Operation Plan (COP) in consultation with the Technical Lead – Private Sector Engagement and the Project team. • Organize and manage mentoring visits, exchange visits, exposure visits and workshops. • Facilitate and coordinate exchange visits to India by political delegation from Africa to learn about the Indian experience. • Prepare and submit reports as per the project requirement to the M&E division in project • Documentation and dissemination of best practices, systems, policies relating to Public Private Partnership, Private Sector Engagement, Innovations, etc., • Undertake travel/visits to the respective countries to provide TA, participate in the workshops, trainings, review meetings as per the requirements • Work closely with other team members in other components and provide value addition. • Any other activities and assignments as assigned by the Technical Lead
Must Have: • Post-Graduation or higher degree in public health or public administration or health management or health systems or sociology or social work or management • Strong understanding of HIV/AIDS issues in India and African countries • Research back ground with deep knowledge in Public Health. • Minimum 10 years of experience in development sector with minimum of 5 years in a senior level position in managing HIV/AIDS/Health programs at regional and national level in context of the position stated. • Knowledge and skills to effectively apply relevant PC and web-enabled applications to conduct project management and planning, as well enable collection and analysis of data. • Demonstrated ability to develop and maintain the overall project vision and strategy while managing tactical details and activities. • Demonstrated facilitation skills to effect project progress per plan, including ability to lead individuals and groups through structured ideation exercises. • Has worked in an organization which has managed national or regional level HIV/AIDS programs. • Working experience with private sectors and government in context of HIV/AIDS programs. • Experience in designing and managing PPP initiatives leading to significant impact. • Experience in advocating with political leaders, policy makers, private sectors, CSOs and other high level bodies. • Demonstrated ability in identifying and managing regional or national level partnerships. • Has networked earlier with national and international agencies such as NACO, UNAIDS, UNDP, UNICEF, USAID, BMGF and other stakeholders. • Ability to manage conflict, read situations quickly, leads by influence, find common ground and get cooperation with minimum noise. • Demonstrated ability to communicate effectively both verbally and in writing.
