IESC – the International Executive Service Corps – is a US based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing and evaluating a wide range of market driven solutions along the entire value chain of a company or industry. 

IESC is seeking candidates for a HR Director position. Based in the Washington, DC headquarters of IESC, the HR Director will be responsible for establishing policies and best practices for the organization, administering benefits and supervising the HR and Recruitment team. The HR Director will also be responsible for performance management and personnel compliance with full time headquarters staff and overseas employees, and advising program offices around the world.


The successful candidate will seek to develop an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity, and standards. The Human Resources Director is responsible for the development of processes and metrics that support the achievement of the organization's business goals.

Duties and Responsibilities: The Human Resources Director coordinates the implementation of people-related services, policies, and programs; supervises the HR and Recruitment team; reports to the VP of Finance & Administration; and assists and advises IESC senior management about Human Resources issues. The Human Resources Director will also be responsible for, but not limited to:
  • Providing reliable and timely advice related to employment issues at headquarters and existing and pending international sites; ensuring compliance with U.S. and international labor laws; 
  • Working with employees and managers to provide tools and guidelines for personnel policies and procedures, employment agreements, benefit summaries and compensation guidelines;
  • Working to help develop a training and professional development plan for US headquarters staff;
  • Manage all employee relations issues for headquarters and international staff, including conducting audits and investigations as necessary;
  • Reviewing and recommending improvements to HR policies, procedures, and practice; 
  • Helping to successfully onboard and retain employees at all levels;
  • Manage the performance management process and facilitate improvement of performance management systems and training;
  • Manage and lead organizational development with regards to personnel, policies and procedures, and structure; 
  • Ensure compliance to regulatory concerns regarding employees; employee development, needs assessment, and training;
  • Manage policy development and documentation;
  • Manage compensation and benefits administration, including 401(K); 
  • Manage employee safety, welfare, wellness and health programs.
QUALIFICATIONS:
  • Bachelors degree with at least 8 years of relevant experience; 
  • Previous management experience required;
  • At least 5 years of human resources and/or recruiting experience in international development industry preferred;
  • Superior communications skills, verbal and written;
  • Excellent networking and interpersonal skills as well as strong organizational skills and initiative
  • Exposure to interviewing techniques, knowledge of personnel policy and procedure and federal and state laws regarding employment;
  • Advanced computer knowledge (MS Office applications, including Word and Excel)
  • Fluency in English required.
The ideal candidate will exhibit: ability to maintain confidential information in a professional manner; demonstrated ability to produce results, prioritize and perform a variety of tasks on short notice within demanding deadlines; and proven ability to work under pressure.

Preference will be given to candidates with exposure to living or working in a developing country / recruitment experience in an international organization.
