SUMMARY
The International Human Resources Manager provides professional and strategic leadership to the HR function in all of Cuso International’s non-Canadian operations. This position works in close collaboration with the Human Resources & Organizational Development Manager. 

Working directly in support of the Director of International Programs, this position will ensure the delivery of all aspects of Cuso International’s human resources, policies and procedures, and employee, management and governance development to non-Canadian based staff. 

The International Human Resources Manager coordinates the delivery of recruitment, payroll, training and other staff services, acts as Employer Representative, and support for members of the Management team.   

KEY RESPONSIBILITIES:
  • Ensure appropriate policies, procedures and systems (including those to monitor adherence to policies) are developed, documented and in place for all non-Canadian staff
  • Provide strategic HR management information to the Director, International Programs and Director, Finance and Operations 
  • Remain current on human resources and labour issues including legislation and employment standards
  • Provide human resources advice and guidance to managers as needed to ensure compliance with legislated employment conditions and Cuso International policies and best practices.
  • Supporting the recruitment, hiring and performance evaluations of non-Canadian employees of Cuso International
  • Act as Employer Representative in regard to hiring, discipline, suspension or discharge of staff and/or dealing with grievances
  • Ensure a productive and positive working relationship with staff
  • Develop all internal staff communications relating to HR matters
General Duties
  • Perform other duties as required by the Director of Finance & Operations. 
  • Participate as a member of the Management Team.
  • Support the effective development, management and monitoring of an annual department budget and maintaining strict control of all expenditures through performance-to-budget analysis for the international HR function.
POSITION QUALIFICATIONS

Essential
  • Minimum of 5 years management experience in Human Resources
  • Minimum of 3 years management experience in multinational organization
  • CHRP designation and/or other recognized HR designations
  • Experience in and knowledge of best HR practices for international NGO operations
  • Excellent oral presentation and communication skills, verbal and written in Spanish and/or French;
  • Ability to work well with, and persuade, persons in managerial and strategic roles;
  • Ability to act as a team leader and facilitate group discussions, including discussions where individuals represent different interests and objectives;
  • Experience planning and delivering training for others;
  • Excellent time management, planning and organization skills, as well as strong attention to details;
  • Strong sense of initiative and an outgoing, positive attitude towards people and work;
  • High level of versatility in performing tasks of a different nature throughout the work day;
  • Attitudes and behaviors that demonstrate respect for diversity;
  • Proactive approach to finding and presenting solutions;
  • Diplomacy, discretion and good judgment;
Desired
  • Specific expertise in one or more of the following areas:
    • Development or management of compensation and rewards programs, especially for overseas employee groups; 
    • Expatriate employee recruitment and handling of international deployments;
    • Policy development for international human resources practices;
