Contractual Conditions:
Swiss salaried contract 3’577CHF (~2’860 €) < > 4’718 CHF (~3710 €) / net salary/month according to experience x 13 (+AVS to be deducted for swiss candidate). Annual Leave: 25 days per year. Context of the mission
On 7 July 2014, the Israeli army launched a large military operation in the Gaza Strip, named “Protective Edge”, with the objective of stopping Palestinian rocket firing at southern Israel and destroying the military infrastructures of Hamas and other armed groups. This development marked the collapse of the Egyptian-brokered ceasefire understanding reached between Israel and Hamas in November 2012, which has been gradually undermined since December 2013. The latest escalation round started on 11 June, when Israeli forces targeted and killed an alleged member of an armed group, along with a child accompanying him, and Palestinian factions responded by shooting rockets at southern Israel. Tensions further increased following the abduction of three Israeli youths in the southern West Bank, on 12 June, which the Israeli government attributed to Hamas. Overall, in the period leading to the start of the current operation a total of 15 Palestinians, including one civilian, were killed, and another 58 others, mostly civilians, injured, as a result of Israeli airstrikes in the Gaza Strip; seven Israelis, five of whom were civilians, were injured due to rocket firing. The current crisis comes against a backdrop of heightened vulnerability and instability. Unemployment increased dramatically since mid-2013, following a halt of the illegal tunnel trade, exacerbating the impact of the longstanding access restrictions imposed by Israel. 

Additionally, former de facto government employees, including the security forces, have not been paid salaries regularly since August 2013 and no salaries at all since April 2014. Delivery of basic services has been also undermined due an ongoing energy crisis, involving power outages of 12 hours per day. (Source: OCHA)

General Responsibilities:
  • To set up an office and recruit adequate HR
  • To implement distribution programs
  • To carry out needs assessments (i.e. quick fixing, WASH, Food Security, NFI, medical disposables)
  • Draft Concept papers and full-fledged proposals
  • To draft adequate security plan
Main responsibilities:
As a representative of the Foundation, the emergency coordinator will act as :
1/ Head of Emergency Response in Gaza
Focal point on security on the bases
Reporting of every security incidents following the guidelines set up in the mission
2/ Emergency Response Program Coordinator

Human Resources
  • Recruitment, supervision and support the national staff (currently 4 staff Tdh and 11 staffers local partner).
  • Drafting of adequate basic HR tools (staff rules, work contracts,)
Logistics
  • Supervision and coordination of purchase procedures concerning the program and the mission
  • Supervision of the use and maintenance of the Equipment of the base and the staffs
Finance
  • Supervision and financial monitoring to support the administrator
  • In charge (with the Country Representative) of the implementation of the cash withdrawal guidelines
Program
  • Supervision and coordination of the monitoring of programs
  • Evaluation quantitatively and qualitatively of the impact of programs
  • Reporting to donors
  • Creation, amelioration and capitalisation of follow-up, monitoring, and evaluation tools
  • Identification and analysis of the unmet needs on the territories of interventions
  • Proposition of new projects corresponding to the identified needs and Tdh strategy in the OPT
  • Communication/regular reporting on the humanitarian situation in the concerned zone via already set up tools or to be created
Coordination
  • To attend to coordination meetings with NGO, international organizations, and the Palestinian Authority on the zone (or on all the OPT if necessary)
  • To meet local authorities for the needs of the mission and the programs
  • To meet Israeli authorities to obtain permits
Daily activities
  • Supervision of the national staff and planning of the daily activities
  • Adaptation of the planning of the Distribution programs to the field constraints
  • Field visits to monitor the distributions (get donation certificats signed)
  • Meeting and coordination with the actors of the project (local authorities, international or national associations, etc)
  • Logistics monitoring of the activities
  • Organisation and follow-up of the activities of monitoring and impact study
  • Monthly reporting to the Head of Delegation
  • Participation to the meetings between NGOs and/or following the projects implemented and the needs of the action
  • Analysis and reporting on the humanitarian situation in the concerned zone
  • Follow-up of the mission’s budget with the administrator
Profile:

Education: University degree in development or a related field

Languages: Fluency in English, French; Arabic an asset

Desired experience:
  • 2 years of experience on a similar position required, ideally good understanding of Palestine
  • Management of staff
  • Ability for coordination and implementation
  • Amelioration of tools
  • Team spirit
  • Creative competency to set up new strategies, new projects, new tools
  • Be able to train the national staff
  • Be able to solve conflicts
  • Good command of Pack Office and IT tools, including in data monitoring
  • International driving licence
Abilities and qualities: Ability to live in an isolated and very challenging environment (volatile security), patience, sense of humour, autonomous to organize a project and implement it, ability to manage a heavy load of work, strong analysis skills and evaluation, ability to listen (local authorities, expatriated and national staff, Local Committees), neutral and impartial, strong humanitarian motivation (under very challenging conditions)
