The Program Director is responsible for leading a dynamic and growing overseas program with local partners in Bolivia, Burkina Faso, Ghana, Mali, Senegal, Swaziland, Tanzania and Togo. Managing a professional program team of 14 in Montreal, Toronto and overseas offices, with responsibility for more than 100 international volunteers annually, the Program Director will establish new strategic alliances and programs that advance equality for women and girls and enhance the international volunteer cooperation program.

The Ideal Candidate
The Program Director is a seasoned leader with extensive experience in international program development and monitoring and evaluation, with demonstrated leadership in programs that advance equality for women and girls. A vocal champion for Crossroads International, the Director will establish new strategic partnerships to complement and enhance the volunteer cooperation program. The Program Director is a driven, forward thinking, results oriented leader. The ideal candidate is an effective mentor of people who understands the importance of developing the skills, knowledge and abilities of direct reports; manages work, project plans and outcomes effectively; and provides oversight and leadership to cross-organizational initiatives. The director will maintain a focus on the big picture while still managing the day-to-day operations. The director is a calm, thoughtful leader in periods of ambiguity or crisis, works collaboratively with others, and conducts themselves with a high degree or professionalism and diplomacy.

Qualifications, Skills and Abilities
  • Master’s degree or equivalent in international development or a related field.
  • Minimum of 7 years progressive management and leadership experience in the field of international development, with a solid understanding of and commitment to principles of sustainable development and a rights-based approach to development.
  • Demonstrated leadership and expertise in programming to advance equality for women and girls, a commitment to women’s rights and gender equality and sound knowledge of community economic development programming.
  • The ability to engage and inspire others in a commitment to the organization’s vision through collaborative processes and compelling communication.
  • Demonstrated experience in program operations and human resources management in culturally diverse settings.
  • Demonstrated expertise and success in program development.
  • Strong analytical, verbal and writing skills and the ability to synthesize and interpret complex information and communicate it to a variety of audiences.
  • Proven track record in proposal development, securing funding from and developing and managing relationships with institutional or bilateral donors (DFATD and others).
  • Sound understanding and knowledge of best practices and tools in program monitoring, evaluation, knowledge management and learning.
  • Demonstrated experience leading the development and overseeing the implementation and review of operational plans and complex budgets.
  • Experience in developing and supporting the development of key work processes and systems as they relate to program management, human resources management, safety and security.
  • The ability to build credibility, rapport and strong relationships with a range of stakeholders and partners, skill in supporting and coaching staff.
  • Experience in the field of international volunteer cooperation and knowledge of best practices is an asset.
  • Previous experience working with local partners (civil society organizations) overseas is required; experience living overseas is an asset.
  • Knowledge of and experience in the Canadian international development context.
  • English/French bilingualism is essential. Spanish is an asset.
  • High level of competence with technology and proficiency in all Microsoft office suite.

Essential conditions

  • Ability to travel overseas and in Canada and be away from home for frequent short periods.
  • Note: Restriction of vacation during DFATD Volunteer Cooperation Call for proposals and reporting periods.
