Netherlands Red Cross Job Vacancy: Roving Finance Delegate - Central African Republic

To strengthen the team, the department is looking for a Roving finance delegate:
Position title: ROVING FINANCE DELEGATE - FRANCOPHONE AFRICA REGION
Duty station: t.b.d., preferable in Africa
Time period: Maximum of 12 months

Background
The Netherlands Red Cross identified the need for increased technical financial support to better meet the growing demand for financial and administrative assistance to the different NLRC teams and their respective red cross / red crescent partners.

This increased work originates from:
  • The implementation of the NLRC new strategy for its international work (New Way of Working). The NWoW requires systematic analysis of sister NS financial and administrative capacities to implement and be accountable for NLRC supported programmes, including the identification of capacity building initiatives in this technical field; 7 new sister RC societies have been identified as new partners with limited project financial management capacities; 
  • A set of relatively new donor requirements (MoFA, EU) still require adjustments in financial administrative support systems at (H)NS levels and NLRC field teams; 
  • The introduction of Winpaccs accounting and Cost Control package for all NLRC field offices and Delegates projects requires additional capacity in 2016.
Geographical focus and planning
Although the focus will be on the French speaking countries: Benin, Burundi, CAR, Chad, Ivory Coast, anf Mali, the Roving Financial Delegate (RFD) may be requested to undertake financial control missions to other countries of the NLRC supported programmes in Africa.

Responsibilities/ Key tasks
  • Advise on and develop financial administrative policy and systems for project management (including reconciliation with financial administration of sister NS). Produce financial planning overviews of projects, conduct financial control of project administration, and analyse data, with a view to provide information for project managers/budget holders to effectively steer. Produce financial procedures and guidelines. Analyse financial data and information, and advise the management of International Assistance (Head of International and Unit Heads). 
  • Translate, integrate and apply NLRC and donor financial administrative policy & procedures to projects of budget holders / project managers, inlucuding those based in the field, in such a way that the financial and administrative processes within projects are reliable and transparent, and provide for a multiannual perspective. 
  • Advice on financial and administrative aspects in the programme development phase, so that optimal conditions are created to implement projects.
This includes:
  • Verify the administration, assuring this is adequate and reliable, and that payments can be made according to plans. 
  • Guide the execution of the project administration and provide steer on financial policy, so that adequate financial indicators are produced to steer and manage projects and funding. 
  • Provide technical support to field finance staff on the NLRC Winpaccs system, in financial management, budget preparation, analysis of the financial reports , accessing financial information, interpreting financial reports and any other identified gaps and finance-related training needs. 
  • Any other fin/admin duties/advice when required from the NLRC Project managers
Social interaction
Effectively transfer knowledge and insights to budget holders, Project managers and Project Administrators, Delegates, Unit heads and direct manager. Promote a result focused cooperation. Liaise effectively with internal colleagues in Finance & Control, HR. Produce proposals for improvements for Project managers and Unit Heads.

Effectively advise budget holders and project managers on (corrective) measures and decisions that need to be made. Participating or leading project/working groups in the technical field. Produce reports, plans (in French and English). Liaise with NLRC corporate auditing company, also for regular annual audits.

Requirements/Qualifications
  • Bachelor or Master degree
  • 8 years of international experience in financial management, accounting and control
  • Fluency in French and English
  • Knowledge of International accounting and reporting sytems, Winpaccs package is preferable
  • Strong communication and training / coaching skills
  • Strong verbal and written communication skills, including experience and proven
  • competence in preparing financial reports and explanatory notes on deviations
  • Experience in problem identification and solution analysis
  • Advanced Excel skills
