This position is for Indonesian National only, based in Bima city, Nusa Tenggara Barat. Fixed Term Contract and on D1 level. 

Building Resilience Project Officer - Right in Crisis/Humanitarian Program

Job Purpose:
Under the supervision of Resilience Building Coordinator, the PO will manage the project implementation of "Deepening City Resilience: Convergence of DRR, CCA and SDGs with ensuring high standard of project quality and accountability both within Oxfam's own activities and those of project partner. She/he will directly reporting to Resilience Building Coordinator. She/he will make coordination line & possible matrix management of programme partners team also make coordination line with finance officer/assistant and logistics team. The post holder will also have a coordination with the technical support team (EFSVL, DRM Campaign and advocacy, WASH, etc)

Key Responsibility:

Project Management 

  • Revitalizing web and mobile based data collection management Facilitating on the hand-over process to City Government Agencies.
  • Understanding climate risk analysis and projection produced by Government in Bima.
  • Facilitating the development of climate change mitigation plan of Bima City (RAD-Mitigasi Iklim).
  • Facilitating the development of climate change adaptation plan of Bima City (RAD-API).
  • Provide technical support to local NGOs by updating risk analysis and community action plan by including climate change mitigation through waste management, Sendai Framework on DRR (outcome 18.c) and SDGs target 1.5 and 2.4 
  • Mobilizing community together with local NGOs on the convergence of DRR, CCA, and SDGs at township level.
Partnership Management
  • Ensuring partners implement Oxfam and donor procedures, monitor and mentor its project cycle.
  • Providing adequate support to the local NGO partner through regular visits and dialogue, paying particular attention to; 
  • Project appraisal, filed monitoring and evaluation to project sites, including financial monitoring.
  • Identifying needs for capacity building, especially in relation to the practical implementation of the three international frameworks of SF-DRR, Paris Climate Agreement, and SDGs. 
  • Acting as a resource person and/or locating resource persons who can assist with skills development.
  • Assisting with project planning and providing advice and guidance on project development.
  • Providing support and guidance in relation to internal management issues, including personnel issues.
  • Networking partners (and non partners) together to broaden their experience.
  • Giving support and advice on lobbying and advocacy activities.
  • Working with Finance team to reviewing Partners financial report and identifying more support needed.
  • Implementing participatory techniques and training for community and partners.
  • Support Partners in preparing monthly reports, including financial report.
Liaison to Government, private sector and CSO
  • Representing Oxfam at local level.
  • Building and maintaining communication, coordination, collaboration with government, private sector, and CSO for the implementation of the convergence of DRR, CCA, and SDGs.
People Center Approach (PCA) promotion
  • Ensuring gender awareness, child protection, and disability inclusiveness is mainstream into the project cycle.
  • Ensuring accountability to beneficiaries is inherent in all project management aspect.
SKILLS AND COMPETENCE: 
  • University education in, Humanitarian/DRR, or Development related field of study.
  • Minimum of two years experiences with INGO and/or national agencies in managing or implementing DRR/Humanitarian programme, climate related program, and development including experience of building local capacity to assess, design and manage programme.
  • Expertise and Experience in participatory approach, including participatory disaster and climate risk analysis and community action plan.
  • Strong understanding on DRR, CBDRM, relief, CCM/A and development issues, with experience or ability to work directly with local NGOs and communities. 
  • Experience in strategic and programme planning; skills and experience of monitoring, evaluation and appraisal.
  • Experiences in project management cycle with NGOs environment, its dynamics and operations.
  • Strong interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.
  • Good liaison skills especially to local government and stakeholders, including communities, local NGO/partners. 
  • Experience of building local capacity to assess, design and manage programme through training and mentoring, giving and receiving feedback;
  • Strong interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.
  • Fluency in Bahasa Indonesian is required, competence in English preferred for communication and report writing. 
  • Computer literacy in word processing, spreadsheets and presentation software.

Specific Requirement
  • Relevant sectoral experience at a project management gained within a significant multi year project. 
  • Good understanding of relief and development issues, preferably in the context of complex emergency situation with experience of or ability to work directly with local NGOs and communities. 
  • Understanding of women empowerment and gender issues and a commitment to promoting gender equality.
  • Willingness to work flexible hours and to travel frequently, sometimes in remote areas for extended periods, to visit project partners.
  • Experience in working in multi-sectoral programme and ability to manage multiple priorities and work under pressure and to deadlines.
