Position Purpose
The Global Health Supply Chain PSM project (GHSC-PSM), managed by Chemonics International, Inc., will be the primary vehicle through which USAID will: 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. Axios International Inc, as a member of the Chemonics/PSM consortium, is filling the position of Supplier Management Leader in the PSM organization. The Supplier Management Leader oversees supplier performance, supplier relationship management, product category management and supply chain systems improvement in the GHSC-PSM team.

Duties and Responsibilities

  • Supervise a team comprising Supplier Management Supervisor, Supplier Relationship Managers, Procurement and Market Analysts, Process Chemist(s) and Catalog Managers, including establishment of performance goals and career development plans.
  • Develop policies, procedures, work instructions and guidance documents related to the Supplier Relationship Management function in GSC.
  • Host meetings with suppliers, involving GHSC-PSM leadership, Country Programs and Global Collaboration, as well as USAID and other partners as needed.
  • Coordinate and participate in vendor site visits as required.
  • Collaborate with GHSC-PSM Quality Assurance/Quality Control team regarding supplier audits and quality control performance.
  • Develop supplier performance scorecards for GHSC-PSM’s top 30 suppliers, including the top 5 suppliers for each Task Order and key in-country local suppliers.
  • Develop annual goals for GHSC-PSM’s scorecarded suppliers.
  • Lead product category management and sourcing strategy development, in collaboration with the Sourcing and
  • Contracts Manager, through the project’s Commodity Councils.
  • Plan and coordinate Commodity Council meetings, in collaboration with PMAs, SRMs and Sourcing and Contracts team.
  • Support development and presentation of Sourcing Project Summaries (SPSs), in collaboration with Sourcing and Contracts team.
  • Partner with GHSC-PSM Global Collaboration team and subcontractors on market dynamics projects.
  • Represent GHSC-PSM at industry meetings, in collaboration with USAID and GHSC-PSM Global Collaboration team.
  • Attend USAID meetings and other donors meetings as required
  • Participate to Blue Print Sessions or other user requirement sessions to contribute to ARTMIS enhancements
  • Support continuous improvement of GSC business processes.
  • Provides short term technical assistance and/or capacity building to field offices, as necessary.
  • Other duties as required.

Special Skills and Knowledge

  • Minimum 15 years of procurement, supply chain, and/or technically relevant work experience.
  • Master degree or equivalent work experience.
  • Solid understanding of USAID and other Federal Acquisition Rules and Regulations.
  • Experience living or working in developing countries preferred.
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
  • Strong knowledge of MS Office applications.
  • Ability to work both independently and as part of a team.
  • Demonstrated integrity, independent thinking, judgment, and respect for others.
  • Foreign language fluency desired.

Relationships

  • Day to day reporting line to Global Supply Chain Director, GHSC-PSM.
  • Reporting line to the Executive Director of Axios International.
  • This role will be responsible for coordinating activities amongst stakeholders and partner organizations.

Job Circumstances

  • Regular attendance and availability during normal business hours are required.
  • Normal office environment; usually moderate noise level.
  • Ability to travel and work abroad in less developed countries for at least 4 to 8 weeks a year.
  • The position is based in the PSM offices in Crystal City VA.
