Medair Job Vacancy: Deputy Logistics Manager - Juba, South Sudan

Role & Responsibilities
Is responsible for supporting an effective supply chain, oversees transport and fleet management and ensures that standard logistics and related administrative systems are established and implemented within Medair country programmes. The Deputy Logistics Manager also plays an important role in team leadership and capacity building of logistics staff.

Project Overview
Medair South Sudan is a multi-sector relief programme including: provision of Primary Health Care, Nutrition, Health and Hygiene Promotion, Water and Sanitation and NFI & Emergency Shelter distributions across fixed and emergency response locations throughout South Sudan. The goal is to assist in reducing morbidity and mortality in vulnerable communities in South Sudan.

Key Activity Areas
Logistics Management General

  • Ensure proper supply chain management practices and procedures are in place and maintained according to Medair standards. May include sourcing and procurement, warehousing, transportation and management of logistics resources in fleet and equipment. Provide logistical support to all field bases by regular communication.
  • Support the Country Logistics Manager on the appropriate management of existing field bases, establishment of new ones and closing of existing ones if required. Liaise as necessary with the landlords to ensure proper maintenance and optimum availability of facilities and utilities (e.g. electricity, water, phone-lines, physical security and building repairs).
  • Maintain accurate filing systems, with documented and supported records of logistics transactions for audit purposes. Provide information and support, as required, with any audits carried out in-country and at HQ.

Fleet Management

  • Ensure the management of vehicle fleet assets in all sites in South Sudan are in line with Medair standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to. Ensure usage of fuel is correctly supervised, logged and recorded.
  • Support the fleet assistant with the arranging of a fleet service schedule for each asset.
  • Identify and assess local shops where repairs can be carried out and spare parts can be purchased.
  • Advise and oversee the fleet equipment budget through all the programmes.
  • Oversee fleet registration, insurance and renewal.

Transport Management

  • Oversee the booking of charter flights, flights clearance requests, security clearances and relations with flight companies & NGOs.
  • Coordinate with the Transport Officer for incoming cargo and new local purchases.
  • Ensure supply chain documents produced in logistics are as useful and detailed as possible.
Driver Scheduling
  • Oversee driver scheduling to ensure sufficient drivers are available for day to day tasks / meetings.
  • Ensure driver training and standards are maintained.
  • Driver daily / weekly hours are monitored & recorded.
  • Over view of vehicle maintenance / cleanliness.

Representation

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility, through the application of Medair’s mandate, ethics and values.
  • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, in order to plan, organize, and schedule distribution of goods and material.

Staff Management

  • Manage fleet staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
  • Ensure that all fleet logistics and relevant programme staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching.

Quality Management

  • Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • In conjunction with relevant managers review, develop and implement systems to improve transparency. Ensure adequate anti-fraud procedures are in place to detect and ultimately prevent loss or fraud.
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Follow the direction of HQ regarding quality, strategy and technical guidelines.

Qualifications

  • Professional qualification in logistics or training in Supply Chain Management, Business Management or a related field.

Languages

  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • Minimum one year logistics and management experience in emergency or development context.
  • Experience working in a cross-cultural setting, preferably in the logistics sector.
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
  • Advanced planning, coordination, assessment, analytical and problem solving skills.
  • Technical understanding of mechanical and communication equipment.
  • Able to oversee multiple tasks, prioritising and delegating as required.
  • Able to develop and maintain effective relationships with internal and external stakeholders.
  • Excellent interpersonal skills, ability to work both independently and as a member of a team.
