General context of the project
The Project Manager is in charge of the implementation and the supervision of the project entitled: “Provision of free life-saving integrated primary health care services by running 6 mobile clinic teams and by granting support to referral health facilities (including emergency services) and through the activation of a network of community health volunteers assuring health outreach services in Aden and Sana’a governorates”, funded by DG ECHO.

The project manager will also supervise on the activities implementation funded by WHO: ‘Provision of rapid response maternal, obstetric and primary mobile health services to IDPs and conflict affected communities in Aden’.

Tasks and responsibilities
The Project Manager Health manages, coordinates and supervises the 2 Mobile Medical Teams activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, International Principles and Guidelines as well as INTERSOS Fundamental Charter and Code of Ethics.

Main responsibilities:

  • Ensure the planning, implementation and monitoring/evaluation and sets targets as included in the project description
  • Guarantee an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations
  • Team management for 6 MCs (staff and volunteers)
  • Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project
Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly liquidity plan
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (PN): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  • Ensure for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the municipalities), in close coordination with the admin-fin and logistics department
Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Team recruitment, liaise with admin-fin department to secure up to date HR files
  • Prepare and organize training for community health volunteers and mobile clinic teams
  • Verification on the targeting of beneficiaries
  • Manage and evaluate the performance of the project staff
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Establish a participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
  • Undertake (if security situation allows) field visits to provide technical guidance and supervision.
  • Oversee team attendances and authorize holidays, liaise with admin-fin department to secure up to date HR files
  • Ensure teams respect INTERSOS rules and guidelines to the mission and adhere to INTERSOS code of conduct and charter of values
Monitoring & evaluation:

  • Ensure monitoring and verification for the targeting of beneficiaries.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.
Reporting:

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities
Coordination and representation:

  • Attend the health cluster meetings and ensure timely reporting of highlights to HNC, program coordinator and HoM.
  • Conduct regular meetings with the donor representatives and facilitates field visits by donor missions (when security allows for).
  • Support INTERSOS with the outlining of its Yemen Country strategy, in particular for the development of an integrated strategy towards health and nutrition for 2017.
Required profile/experience

  • University Degree in in medicine, public health, or related field.
  • At least 3 years of professional experience working as a technical expert in the area of primary health care or a related field is required, including financial management responsibilities.
  • Clinical experience is desirable
  • Prior work experience in Yemen and the Middle East region highly desirable.
  • Demonstrated minimum 2 year experience in the implementation of integrated health-nutrition programming in complex emergencies, including mobile clinics/ primary health care services and emergency health care services
  • Prior experience in working in complex emergency setting, involving displacement
  • Demonstrated familiarity with the health system in Yemen and/or Middle East, especially with primary health care and health outreach services.
  • Admin/finance skills;
  • Demonstrable experience in establishing and maintaining collaborative relationships with donors and government counterparts.
  • Experience with donor compliance and reporting
  • Strong representation and negotiation skills
  • Demonstrated leadership and interpersonal skills
  • Excellent computer skills (proven computer literacy, in particular Excel knowledge is a must).
  • Demonstrated experience in staff supervision and remote management
  • Strong experience with monitoring tools and systems
Technical competencies:
  • Excellent written and spoken English – native Arabic would be asset
