BRAC USA Job Vacancy: Program Manager, Ultra - Poor Graduation, New York, United States of America

About the Position
BRAC seeks to hire a Program Manager to work with a small team of development professionals to provide project management, advisory service, and technical assistance around the Ultra-Poor Graduation approach to a variety of external clients, including UN agencies, governments, the World Bank, microfinance institutions, and NGOs. Reporting to the Director of Technical and Advisory Services, s/he will support technical assistance to existing clients, manage business and product development, and deliver client and donor commitments, including immersion visits, events, knowledge management, and reporting. This position will be based in New York, and will work with staff members across BRAC global operations in New York, London, Bangladesh, and other country offices of BRAC in Asia and Africa. BRAC is recruiting additional positions to expand a global team around the Ultra-Poor Graduation approach.

Primary Responsibilities:
The Program Manager, Ultra-Poor Graduation will be responsible for supporting ongoing technical assistance and advocacy initiatives. Primary responsibilities include:

  • Support the management of existing technical assistance engagements, including program design, rapid livelihoods assessments, implementation oversight, support in training, and input on monitoring, documentation, and knowledge management for existing clients;
  • Manage potential external technical consultants and partners to ensure high quality outputs;
  • Coordinate production of technical assistance products and tools, including feasibility reports, market assessments, program design reports, budgets, and monitoring and evaluation frameworks;
  • Oversee the production of documentation, donor reporting, and communication functions for existing clients and donors;
  • Develop key knowledge management products, and disseminate client experiences for donor and government audiences, clients, BRAC entities, and external audiences;
  • Business development and fundraising efforts, including proposal development for large multilateral and smaller scale donors, as well as new client relationship development with Asian and African NGOs;
  • Contribute to the creation of Graduation-related training tools and capacity building content;
  • Manage hosted immersion visits to TUP programs in Bangladesh in partnership with BRAC staff;
  • Manage delivery of events and national workshops designed to enhance learning and adaptation of the Graduation approach; and
  • Travel extensively (30 – 40%), at times in locations with limited amenities.
Qualifications

Education and Experience:

  • Master’s degree in social sciences, international development, evaluation or another related field required;
  • At least 7 years of experience in international development, including program management and design or capacity building, with field experience in Asia or Africa, required;
  • Experience working on behalf of development consulting agencies, multilaterals, such as the UN or World Bank, or as an individual consultant serving multilaterals, NGOs, or government-led initiatives required;
  • A proven track record in new business development with experience supporting proposal development and fundraising efforts, required;
  • Experience as a technical advisor in curricula development, training and facilitation; and
  • Experience designing and/ or managing livelihoods or social protection programs, highly preferred.
Knowledge and Skills:

  • Exceptional ability to communicate to partners and clients via written products and presentations;
  • Proactive leader, with ability to effectively manage competing work streams and deadlines;
  • Diplomatic, with strong interpersonal skills, and a high degree of cultural sensitivity; and
  • Excellent writing and public speaking skills in English required. Fluency in French, Swahili, Arabic, or Bengali a plus.

  • Increased awareness and uptake of the Graduation approach by stakeholders including policymakers, development finance agencies, national governments, NGOs and MFI implementers as a result of global advocacy efforts.
  • Effective implementation of the Graduation approach, supported through advisory services, technical assistance, training and knowledge transfer from BRAC’s Targeting the Ultra Poor program to external stakeholders interested in, or currently implementing Graduation.
