National Nutrition Communication Campaign

Introduction — Through the National Nutrition Communications Campaign (NNCC), Millennium Challenge Account –Indonesia (MCA-Indonesia) is supporting the Ministry of Health in Indonesia to raise awareness of and promote behavior change to prevent and reduce stunting. The NNCC is currently focusing in three districts and will soon expand into eight additional districts in three provinces: South Sumatera, West Kalimantan and Central Kalimantan, while the mass media campaign will have national coverage.

Drawing on the demonstrated commitment of the GOI to advance child health and nutrition efforts and complementary to the broad base of ongoing nutrition–related programs in country, this project is helping bolster the body of knowledge for evidence–based nutrition interventions.

IMA World Health (IMA) is a technical public health organization that has been commissioned by MCA-Indonesia to implement the NNCC. IMA aspires to build healthier communities by collaborating with key partners to serve vulnerable people around the world. IMA’s vision is quite simple:  Health, healing and sell–being for all.

Roles and Responsibilities:

Provide technical support, guidance and management oversight to implementing NGO partners in the design and delivery of NNCC–supported interventions:
  • Assist NGO partners in working with district and provincial level partners in the organization and delivery of provincial and district level activities including trainings and orientations for journalists, religious and community leaders, multi-stakeholders meeting, workshop/training, public discussions, legal drafting, consultative meeting, local parliamentary hearing, interpersonal communication, and community outreach. 
  • Guide NGO partners in the implementation of advocacy activities targeting local leadership to help strengthen NNCC ownership and promote the adoption of “stunting reduction and prevention activities”. 
  • Provide support in establishing district level coordination forum and in organizing periodical coordination meeting of stakeholders on the NNCC at the district level.
  • In coordination with other team members, consultants, and provincial level technical offices (Dinas, Bappeda), coordinating, managing and providing technical support to district level advocacy process.

In coordination with district facilitators and NGO partners, provide technical assistance in data collection and reporting according to the NNCC M&E Framework and mechanism, and identifying and developing lessons learned:
  • In coordination with M&E team, NGO partners and provincial coordinators assess and verify information/data provided by NGO partners and district level partners via the reporting templates. 
  • Assist knowledge management specialist in developing and packaging knowledge products according to agreed formats (i.e., short reports, human interest stories, video clips, and NNCC website content).

With the support of district facilitators and NGO partners, submit quarterly activity reports to the M&E team:
  • Collect, review and validate quarterly reports prepared by the NGO partners.
  • Compile data provided by NGO partners into provincial campaign quarterly report.

Additional responsibilities include:
  • Ensure timely submission of financial reporting on a monthly basis from the implementing NGOs.
  • Ensure regular and effective communication with IMA Indonesia.
  • Participate in meetings with MCA–Indonesia, provincial and district health offices (Dinkes), and other project partners as requested by the Regional Campaign Manager.
  • Contribute to the NNCC and IMA’s other NNCC digital platforms
  • Contribute to the development of all project reports/deliverables.
  • Ensure effective relationship with pertinent project partners.

Qualifications and Experience:

Essential:
  • Bachelor in public health, nutrition, communications, health promotion, social sciences, management, development studies, or other relevant fields, with at least 7 years of work experience in the relevant areas.
Desirable:
  • Understanding of community–based behavior change communication campaigns, advocacy related to health in general and nutrition, maternal health, water and sanitation in particular;
  • Experience of project management, demonstrated planning, management and supervisory skills;
  • Experience in working with Government and NGOs;
  • Strong oral and written communication skills;
  • Good computer skills;
  • Ability to work in a team.

Duration and Type of Contract
Period of Performance: The position of Provincial Coordinator is on contract basis for a period of 11 months with no possible extension.

The position is based in at the provincial level (West Kalimantan or Central Kalimantan or South Sumatra) and will require frequent travel to the targeted districts in respective province.

Reports to: Regional Campaign Manager.
