INBAR IS AN INTERGOVERNMENTAL ORGANISATION ESTABLISHED IN 1997 BY TREATY DEPOSITED WITH THE UNITED NATIONS AND HOSTED IN BEIJING, CHINA

INBAR is the only intergovernmental organisation headquartered in China. It currently has 42 Member States, comprising most of the bamboo and rattan resource countries from the Global South. Since its creation two decades ago, INBAR has run projects and programmes in over 20 countries, and provided capacity building and awareness raising on the productive use of bamboo and rattan in over 80 countries.

Today, INBAR’s global programme is coordinated from its secretariat in Beijing, and put into action through Headquarters in China and Regional Offices in Ecuador, Ethiopia, India and Ghana. INBAR supports an international network of experts in bamboo and rattan sustainable management, natural resources management, socio-economics, capacity building and knowledge sharing.

The 2015-2030 INBAR Strategy aims to help countries reach their sustainable Development Goals and related objectives under the Rio Conventions, through 4 approaches: 
  • Policy advice and guidance
  • Strengthening and broadening the INBAR network of Members and partners
  • Information management and knowledge transfer, including training and capacity building
  • Managing a selected number of Action Research Programmes, mainly through South-South and Trilateral Cooperation 
Responsibilities of the Programme Director:
The INBAR Programme Director is a senior member of staff in the INBAR Secretariat, and a member of the Executive Management Team. The Director is responsible for the development and management of the global programme of the organisation.

The Programme Director is based in INBAR Headquarters in Beijing, China and reports to the Director-General. The Programme Director manages a small team of professionals in Beijing, and oversees technical staff in INBAR Regional Offices. He/she manages the Team Leaders of a number of large, international programmes.

The Director provides strategic guidance for the development of the organisation, especially the direction and context of the Global Assessment of Bamboo and Ratan (GABAR). Fundraising to generate additional programme resources and staff is part of the job.

Specific tasks include:

Provide strategic programmatic direction to INBAR. This will include specifically:

In close cooperation with the Director of Membership Affairs, develop and implement a global programme of activities that support INBAR Members in their endeavours to achieve Sustainable Development Goals;

Help supervise the activities of the Global Assessment of Bamboo and Rattan (GABAR) and develop proposals to secure additional funding for this purpose;

Monitor programme activities and advise the Director-General of critical issues. 
  • Manage all technical staff of the INBAR secretariat in Beijing and oversee the operations of technical staff in the INBAR Regional Offices (currently in India, Ethiopia and Ghana);
  • Develop, maintain and enhance collaboration with international technical organisations, including FAO, UNEP, UNDP, CIFOR, ICRAF, GIZ, SNV and others;
  • Maintain a roster of global consultants and experts that can be engaged for short-term tasks when needed;
  • Work together with the International Communications Staff with regards to editing and English language control of major communications products from INBAR Headquarters, including proposals for funding, reports and newsletters;
  • Represent INBAR at technical events and conferences as appropriate;
  • Oversee and take part in publishing new INBAR technical reports;
  • Ensure that innovation in bamboo and rattan cultivation, development, production, use and marketing is publicized by INBAR, and try to make connections with relevant third parties;
  • And other tasks delegated by the Director-General. 
Requirements: 
  • Higher degree in natural resource management or related topic. Understanding and knowledge about bamboo and rattan will be important;
  • At least 10 years international work experience. Experience is Asia will be an advantage;
  • Strategic planning experience;
  • Programme development and management experience;
  • Excellent English spoken and written communication skills. Proficiency in French, Spanish or Chinese language will be an advantage;
  • Willing to work in an office with cross-cultural international staff, and therefore flexible in work planning and execution;
  • Experience in proposal writing, and donor relations is essential;
  • Good humoured and a team player.

INBAR offers a remuneration package in the range of USD 80,000 to 100,000, which includes a basic salary plus an annual bonus contingent on delivery of agreed outputs and performance (tax-free in China for recruits of other nationality), generous personal leave entitlement, a comprehensive health insurance plan for the incumbent, help with moving household goods, annual repatriation flights for the incumbent (one economy class ticket per year against receipts).
