Programmes Development Manager

Hagar is an international NGO founded in Cambodia in 1994. Our focus is on working with women and children who are suffering from the impact of trauma resulting from slavery, trafficking and abuse. We seek to magnify the impact of this work with individuals and families through our advocacy and capacity building work with other service providers and institutions.

In Afghanistan, Hagar currently manages four programmes, a Transitional Care Centre (TCC) for girls, women and their children, Forgotten No More (FNM) a boy's home, Empowering Women for a Better Future (EWBF) and Combatting Human Trafficking in Afghanistan (CHTA) a capacity building programme for government and care providers. Each of these programmes is successfully run my national staff members and is funded by a range of donors.

We work intensively at the:

Individual level to heal those affected by severe trauma;

Programmatic level to ensure high quality, culturally appropriate trauma informed services for those we serve;

Systemic level to bring an end to the practices of slavery, trafficking, and abuse.

Hagar Afghanistan is looking for a passionate and qualified candidate to fulfil the position of

Programmes Development Manager. The successful candidate will work with the Executive Director to develop HA’s on-going strategy, build capacity for and give guidance to programme managers, develop quality grant applications, oversee research projects and ensure quality donor management.

MAJOR RESPONSIBILITIES

Strategic development
  • To work with the Executive Director to build a sustainable future for Hagar Afghanistan.
  • To ensure delivery of timely financial information to the ED, interpret and analyse budgets for future planning
  • To develop funding priorities for Projects and Programmes
  • To support provision of management information to Hagar International
Programme Support
  • To work closely with Project Managers to support programme delivery, develop strategy and monitor progress to ensure targets are met
  • To build managers’ project management skills for their personal development and for successful delivery of the projects.
  • To communicate with donors regarding project development, reporting and project extensions/ renewals
  • To oversee all donor reporting and ensure it is of a high standard and delivered in a timely manner
  • To monitor expenditure and income and ensure budgets are well managed and effectively utilised
  • To attend meetings at donor offices in Kabul as and when necessary
Funding acquisition
  • To develop, write and deliver full funding proposals for ongoing work and new projects. Including developing log frames, narrative proposals, work plans and budgets
  • To build relationships with in-country donors to provide a platform for funding acquisition;
  • To work closely with HI on funding acquisition to ensure a consistent and complimentary approach
Communications
  • To oversee information flow between Hagar Afghanistan and Hagar International Communications department for Support Offices and
  • To ensure that information is collected and collated in a timely manner and that it is of and high quality
Human Resources
  • To oversee the development of HR processes and procedures in Hagar Afghanistan
  • Liaise with HI over standardising procedures
Research
  • Identify and oversee research activities aimed at programme development and/ or policy change
Other
  • Any other tasks as given by the Executive Director for the smooth running of Hagar Afghanistan
Any other duties as required
 
SELECTION CRITERIA:
 
The right candidate for the Programmes Development Manager for Hagar Afghanistanmust demonstrate:
 
Education and Skills
  • Tertiary qualifications (preferably post-graduate) in International Development, Social Work, Project Management or a relevant discipline
  • Excellent written and verbal communication skills in English
  • Financial literacy and ability to work with a variety of budget formats
  • Highly developed analytical and strategic thinking skills
  • Ability to interpret and compile reports from all available data
  • Strong interpersonal skills, and the ability to work cross culturally sensitively and graciously
  • Strong time management skills and the ability to prioritise tasks
  • Ability to work gracefully under pressure
  • Strong networking and coordination skills
  • Self-learner/researcher in understanding global best practice
Experience
  • At least 3 years’ work in the Development or Human Rights sector, preferably for an INGO
  • Cross-cultural leadership and management in a foreign country
  • Project Cycle Management and Monitoring & Evaluation
  • Proposal development and for institutional donors and Trusts and Foundations
