Overview
WRI Indonesia seeks a full-time Senior Program Lead for Forest Legality Initiative (FLI) to support the implementation of the forestry industry and timber legality (VPA/SVLK/FLEGT) and other aspects of Forest Legality Initiative (e.g. CITES, anti-corruption work, wood ID methods development) portfolios in Indonesia. One focus of forest legality initiative in Indonesia is the implementation of FLEGT that aims to reduce illegal logging by strengthening sustainable and legal forest management, improving governance and promoting trade in legally produced timber. Indonesia’s VPA with the European Union is among the most advanced of the VPA processes. The VPA process has been a major catalyst for development and implementation of Indonesia's SVLK.

This project seeks to strengthen implementation and credibility of SVLK system and VPA process by increasing the capacity and level of effort of the related enforcement authorities and selected NGO’s. The work includes but not limited to (i) strengthening the skills and capacity of officials in prosecuting cases of illegal logging related corruption in forestry sector, (ii) strengthening the skills and capacities of civil society organizations to act as credible independent monitors of the integrity of SVLK and related timber legality verification and anti-corruption measures, as well as (iii) test and deployment of innovative technologies for timber tracking and wood identification.

WRI is committed to ensuring gender equity across our program portfolios. As such, the Senior Program Lead for Forest Legality Initiative (FLI) is expected to incorporate attention to gender where appropriate.

Responsibilities
The Senior Forest Legality Initiative Program Lead main areas of responsibility will include the following:

Program & Project Management (60% of time required)
  • Lead the implementation and evaluate project activities related to forestry industry and timber legality (VPA/SVLK/FLEGT) and other aspects of Forest Legality Initiative (e.g. e.g. CITES, anti-corruption work, wood ID methods development) portfolios in Indonesia;
  • Collaborate with Global Forest Legality team to better manage and monitor project deliverables;
  • Ensure the monitoring and scoping progress according to planned milestones, expenses and revenue, and internal reporting;
  • In coordination with Forest and Climate Manager to deliver outcomes management and to extend research partnerships;
  • Working in partnership with government agencies, private sectors and civil societies to develop collaborative approaches to improve the development investigations strategy, as well as for testing and deployment of innovative technologies for wood identification and timber tracking;
  • Supervise junior researchers in conducting research related to illegal logging and anti-corruption, timber legality verification, and strengthening the accountability of timber certification (SVLK); and
  • Support Manager in completing institutional and donor reporting.
Research & Knowledge (30% of time required)
  • Together with junior researchers to conduct study and analysis on Indonesian forest products and global timber supply chains, as well as the challenges and best practices;
  • Identify and advance new lines of research and analysis relevant to the projects’ influence strategy and objectives; and
  • Contribute as co-authors of knowledge and communication products (e.g., reports, briefs, data products, tools, blogs)
Program Development (10% of time required)
  • Actively contribute to research proposals between a five and six figure fundraising goal;
  • Assist on new staff profiling and hiring.
Qualifications
This is an excellent position for someone seeking to contribute directly to the prevention, investigation and combat on forestry related corruption, improvement of forestry data management, gain knowledge of Indonesian national forestry/environmental policy, and experience working across teams within an international environmental organization.

Required Qualifications:
  • Legally able to work in Indonesia;
  • Master’s degree in forestry, law, economics, public policy, environmental management/science, or other related field;
  • Proficiency in English and Bahasa Indonesia;
  • Minimum 4-8 years of full-time work experience in tropical forest legality, illegal logging or forest conservation issues, with program implementation and project management experience;
  • Experience in writing reviews or reports (sample writing is required;
  • Proficiency in Microsoft Office applications (Word, Excel, Powerpoint, Outlook);
  • Strong inter-personal skills, working with people from a variety of backgrounds;
  • Strong analytical and communication skills;
  • Highly responsible and self-motivated; and
  • Well organized and efficient.
Preferred Qualifications:
  • Prior experience in donor management and with government agencies.
  • Must have authorization to work in Indonesia to be eligible for this position.
