Finance and Operations Manager

DAI is seeking a Finance and Operations Manager for a 5-year USAID-funded project focused on providing technical support and institutional strengthening to help ASEAN achieve its goal of building a more inclusive, rules-based, and prosperous Southeast Asia.

Responsibilities:
  • Oversee day-to-day project operations including but not limited to administration, human resources, logistics, procurement, financial management, and maintenance and management of project inventory.
  • Ensure project is implemented in accordance with USAID regulations and procedures, assuring fair and transparent procurement processes, reviewing financial management processes, and monitoring activity implementation.
  • Manage and keep up-to-date the project’s Field Operations Manual, training staff on project policies and procedures as needed.
  • Oversee daily financial operations, including cash flow management, time sheet recording, financial reporting, and daily monitoring of budgets and expenditures.
  • Oversee DAI’s field accounting system and monthly financial reporting, including payroll and tax reporting.
  • Supervise finance and administrative staff.
  • Establish and operationalize PROSPECT’s grants capacity.
Qualifications:
  • Minimum of 10 years relevant work experience, including proven experience working for a contractor and/or international NGO managing complex USAID-funded projects (an ideal candidate will have proven experience working with DAI systems).
  • Command of USAID’s policies and procedures with regards to human resources, financial management and reporting, procurement processes, systems, and grants management.
  • Proven experience managing time-sensitive events, trainings, and/or workshops, and grants under contract.
  • Demonstrated experience establishing and refining management systems and overseeing program activities under limited time constraints.
  • Previous experience operating in compliance with Indonesian labor and tax laws.
  • Written and spoken English language fluency required.
