ACCESS
Health International is seeking a dynamic and entrepreneurial Country
Director with a minimum of ten years of experience in leading program
management, health research, and policy development. Individuals with a
strong background in health systems and quality and process improvement
are strongly encouraged to apply.
Summary of the Organization
ACCESS
Health is an international non profit think tank, advisory group, and
knowledge and implementation partner, dedicated to improving access to
high quality, affordable healthcare in low, middle, and high income
countries. ACCESS Health advises governments, industry, and healthcare
sectors on the design and management of healthcare finance and delivery
systems. ACCESS Health fosters innovation ecosystems and establishes
long term relationships across countries to address both national and
local healthcare needs.

Work and Portfolio in the Philippines
ACCESS
Health International provides research and policy support to the
Philippines Department of Health, through both qualitative and
quantitative research studies and policy development in areas including
hospital management, healthcare regulation, incentives for health
workers and service delivery models. ACCESS Health also has a larger
operational program on innovative tuberculosis treatment models in
partnership with UNOPS under the Stop TB Partnership. The Country
Director will lead the health research and policy development work to
assist national and local government to build evidence and develop
policy recommendation to support the health programs mentioned above.
The Country Director will drive development of all new programs and
partnerships to expand ACCESS Health’s portfolio of work in the
Philippines.
Overall Responsibilities
Together
with his/her team, the Country Director will implement, execute, and
develop the program portfolio mentioned above. The Country Director is
also responsible for the financial and operational sustainability of the
office. He/She will represent the office in liaising with ACCESS Health
central office and global teams. As such he/she will foster relations
with donors, in country partners and other international stakeholders.
The
Country Director leads the development, implementation, and regular
updating of the country work plan and manages the budget to ensure
attainment of program goals and objectives. He/she supervises the team
and ensures the timely delivery of high quality output and impact.
The Country Director should be willing to travel regularly, both internationally and domestically.
Specific Responsibilities
Vision, Technical Strategy, and Results
- Develop and manage strategy, organizational growth, work plans, and budgets.
- Manage the implementation of project activities at the national, provincial, and regional levels, ensuring that they adequately address the expectations of funders, partners and other stakeholders.
Operational Management
- Manage the day to day operations of the country office and serve as a liaison with central office to ensure compliance.
- Conduct budget monitoring and cost control based on sound financial and accounting principles.
- Ensure the timely submission of financial and project reports to ACCESS Health’s central office
- Ensure implementation of activities in compliance with program agreements.
- Ensure project staffing, structure and reporting relationships are aligned with country needs, local context and available resources.
- Facilitate staff participation in capacity building activities.
- Manage human resources as per ACCESS Health’s values, policies, and guidelines, and implement an effective performance management program focusing on results and individual accountability, including regular check ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
Relationship management
- Foster strong working relations with current and potential internal and external stakeholders.
- Provide effective and timely responses to inquiries and concerns.
- Ensure effective dialogue and relationships with funders, partners, coworkers, and other local and international stakeholders.
- Manage and develop the customer relationship management system.
Documentation and Communication
- Ensure a sound physical and online document management and customer relationship management system.
- Protect and develop the ACCESS Health brand
- Develop communication materials and resources promoting ACCESS Health’s programs
Placement and Reporting Lines
- Based in Manila, the Country Director will report to the President of ACCESS Health in New York, USA.
- Master's or PhD in Health, Economics, Business or any related field.
Required Skills and Experience
- At least ten years of relevant work experience, including at least four years of experience at the senior management level.
- Extensive experience in leading or managing large health projects, with multiple partners, for a range of both local and international donors or clients, including direct work with Ministry of Health.
- Proven experience in business development and proposal writing
- Familiar with human resource management in a cross-cultural context with the ability to build, coach, and mentor the team.
- Demonstrated knowledge of the Philippine Health Systems and donor landscape is a plus. Ability to understand global health development issues, goals, and strategies is a must.
- Demonstrated ability to work across sectors and industries
- Excellent written and oral English communication skills
- Experience with working in a low or middle income country
- Financial acumen and the ability to interpret and analyze financial reports.
