GIZ - Mitigation Measures Indonesian Project Job Vacancy: Junior Professional - IT Programmer, Jakarta

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis.
Since 2008, the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has been financing climate and biodiversity projects in developing and newly industrializing countries, as well as in countries in transition, including Indonesia. In 2018, IKI BMU has commissioned GIZ with the implementation of Monitoring, Reporting and Verification MRV for Mitigation Measure in Indonesia (MRV MMI) to support Government of Indonesia in achieving its national target to reduce GHG emissions by 26% up to 41% in 2020.
The MRV MMI project will then support the Indonesian government, particularly BAPPENAS, in the development of a standardized MRV system of mitigation measures: 1) support national/sub-national stakeholders in the integration of existing tool (PEP) into a national MRV system, including the development of institutional arrangements; 2) support the Secretariat of the National Action Plan on Reduction (RAN-GRK) of collecting standardized data that is consistent with international guidelines and building a comprehensive data management system; 3) strengthening capacities for national and sub-national stakeholders in reporting on mitigation measures.
We are seeking one qualified Indonesian candidate for the following position:
Junior Professional – IT Programmer
Responsibilities
  • Provide expertise on Information Technology (IT) in technical and operational aspects to enhance PEP Online application
  • Provide expertise to maintain the performance of PEP Online and to ensure strong functionality and effective optimization
  • Provide support for PEP Online data analysis
Tasks
Professional Services on Software Developer
  • Study and review the overall component and function of current PEP online (including backend script, database structure, data processing, and UI)
  • Discuss, understand and document the enhancement/ new development requirements originating from various user feedback
  • Develop/Transform software designs and specifications into high functioning script/code in the existing language (mostly python and JavaScript)
  • Test code and function to ensure it produces the desirable results and perform debugging when necessary
  • Provide support to PUSDATIN BAPPENAS to maintain/enhance the quality of PEP Online server setup
  • Maintain the development-server (testing server) on the Sekretariat RAN GRK (VM based, Ubuntu Server)
  • Perform or create daily automation backup from production server to development-server (testing server)
  • Provide Bugs tracking and problem solving
  • Provide technical advice and support to the main counterpart (BAPPENAS) and RAN/RAD Secretariat to maintain/enhance the quality of PEP Online server and application
Professional Services on Data Management
  • Support the data management process including data update and extract via SQL query
  • Provide Data analysis on request
Monitoring and Evaluation
  • Support on development of technical reports and publications in the area of climate change mitigation and MRV
  • Deliver verbal and written contributions to relevant events, conferences and other outreach activities whenever the project engaged
  • Coordinate, conduct and prepare training materials on PEP Online
  • Advising partners in society groups, governmental and non-governmental organizations which are in line with the project implementation
  • Based on consultations with relevant intuitions and having worked together with national and international consultants, establish and maintain monitoring system for climate change mitigation/MRV
  • Together with responsible colleagues ensure liaison and exchange between different GIZ programmes and projects in Indonesia, and provide input as required by the project lead and GIZ Head Office.
  • Documentation of successful outputs achievement and ensuring the knowledge transfer
Networking and Cooperation
  • Manage main counterparts’ expectation through good communication
  • Support the discussions with counterpart, relevant ministries, province and relevant partner on the development of monitoring tool for climate change mitigation / MRV
  • Liaising and cooperating with other projects, relevant ministries, universities, and NGOs
  • Maintain networking and linkages with relevant activities conducted by other developing agencies
Managerial / Administrative Tasks
  • Elaborating concepts and products like handbooks, guidelines, etc.
  • Logistical coordination of learning and exchange formats in cooperation with colleagues and partners
Other duties/additional tasks:
  • Special tasks, which are relevant to the project have to be undertaken on request of the Principal Advisor or MRV MMI Advisor
Required qualifications, competences and experience
Qualifications
  • Bachelor's degree in a related field, preferably with coursework in information technology, business analysis, web design and programming, web-IS/geoportal development, and/or information management system;
Professional experience
  • Minimum 3 year of experience in web programming, and minimum 1 year of experience in setting up and maintaining server and network infrastructure; 
Other knowledge, additional competences
  • Strong and proven experience with Django/Python development stack (Django, Python 2.7 or 3.x, Postgres SQL)
  • Strong and proven experience on Ubuntu Linux and Apache
  • Strong and proven experience using development tools include source control (Git)
  • Deep expertise and hands on experience with Web Applications and programming languages such as HTML, CSS, JavaScript, jQuery and API's.
  • Deep functional knowledge or hands on design experience with Web Services (REST API, etc. ...)
  • Familiar with vagrant for development is a plus
  • Familiar with leaflet JS is a plus
  • Candidate must have a strong understanding of UI, cross-browser compatibility, general web functions and standards.
    • Highly self-motivated and adaptable to learning and understanding new things;
    • Ability to effectively prioritize and manage multiple tasks to meet critical deadlines;
    • Ability to work both independently and in a team-oriented, collaborative environment;
  • Ability to build and maintain relationships with development agencies, non-governmental organizations, and relevant private sector players.
