Consultant for relief operations in Central Sulawesi
Position: Program Manager Shelter & WASH
Duration: 7 February – 6 July 2019, 6 month with possibility of extension to 1 year or more
Location: Palu, Central Sulawesi, Indonesia

Background

HEKS/EPER is a swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER in Sulawesi Central cooperates with NGO active in the field of development cooperation and humanitarian aid.

In Sulawesi Central our support is targeted at the most vulnerable families affected by the earthquake, tsunami and liquefaction. At the same time, we provide emergency relief and aid through our national partner and under the supervision of HEKS/EPER Humanitarian Aid Department. HEKS/EPER has currently one project staff member based in Palu.

HEKS/EPER is expanding these interventions with its implementing national partner and is searching for competent staff for monitoring of the planned Shelter and WASH project and identifying project’s extension.

Duties and Responsibilities

Program Management and Monitoring
  • The PM will be responsible for assessments, projects design, reports preparations for donors;
  • The PM will ensure that the assigned projects met the objectives and are completed within allotted time frame, budget and set quality;
  • Continuously monitor and supervise project activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data;
  • Monitor partners implementation;
  • Provide detailed, accurate and timely weekly and monthly reports to supervisor on activities, challenges and areas in need of improvement including operational data;
  • Ensure constant communication with project staff and partners to identify potential problems, formulate recommendations and solutions and report;
  • Ensure community participation in the activities and lead and develop report of the final technical assessment;
  • Monitor that the partner follows the signed contract and implements the activities according to the time plan and the logframe
  • Provide support to project partner in administrative and operational issues
  • Ensure project documentation for each activity is respected by the partner
  • Conduct field-level monitoring for quality assurance of projects; providing timely and constructive feedback.
Technical support, monitoring and evaluation and capacity building of the partner
  • Prepare technical drawings, Bill of Quantities, cost estimates and technical specifications for any technical activities, needed by the partner.
  • Verified drawings, bill of quantities and technical specification of the project documents of the partner and ask revision to “build back safer infrastructures”.
  • Ensure the partner’s shelter/wash supervisors do rigorous daily on-site supervision.
  • Monitor the work progress schedules, adopting any necessary change in order to meet agreed deadlines and budgets
  • Monitor construction works undertaken by the implementing partner and the community workers to ensure that the structures comply with quality/safety standards and approved designs
  • Support the partner for the content of earthquake resistant construction training for skilled and unskilled community workers and monitor the training.
  • Support the partner to provide technical assistance and advice to local community and implementing partners:
    • In regard to general construction techniques
    • In regard to earthquake resistant construction techniques
    • In regard to use of building materials
  • Support the partner for the preparation of the implementation of water supply scheme and toilet rehabilitation and construction and monitor the implementation
  • Assess and analyze natural risks of land where shelters will be constructed and provide solution
Capacity Strengthening
  • Provide on job training, mentorship and guidance to project staff and partners, to ensure best practice, Sphere standards and prioritizes the accountability to affected population;
  • Ensure capitalization/knowledge management workshop for all projects;
  • Provide technical support for the expansion of HEKS/EPER program in Central Sulawesi Response and contribute to develop country level humanitarian strategies.
  • Strengthen staff and partner capacity
Coordination and Advocacy
  • Participate in Cluster meetings, Operational Working Group meetings, and other coordination meetings led by relevant agencies;
  • Ensure robust and efficient coordination with other sectors agencies;
  • Ensure a steady and active representation of HEKS/EPER at cluster level as well in all the other, significant meetings (i.e. coordination among HEKS/EPER partners) and with local, district and sub-district authorities.
  • Proactively engage with local authorities, projects partners, community leaders and other relevant stakeholders to ensure good coordination, participation and proper and timely execution of planned activities. Assist in resolving problems and find solutions.
Safety and Security
  • Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information;
  • Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities;
Financial Management 
  • Manage budget for the assigned projects and ensure all expenses are according to budget and meet HEKS/EPER standards regarding financial management, including accountability and good governance.
  • Handle administrative, financial, logistical issues in compliance with organization’s rules and regulations.
Logistics 
  • Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
Coordinate with stakeholders in the affected region 
  • Coordinate with local and national government authorities
  • Coordinate with other NGOs and agencies active in affected region
  • Regularly attend relevant cluster and working group meetings
Required profile
  • Bachelor’s degree in civil engineering or architecture with 3 years or Diploma in Civil Engineering or Architecture with 7 to 10 years of WASH & SHELTER program management experience;
  • Experience in Emergency WASH & SHELTER project management is a must.
  • Good knowledge of security management in humanitarian contexts;
  • Keep strong coordination with other implementing agencies, donors and local governmental authorities at field level;
  • Budget management and excellent computer skills.
  • Fluent English skills (written, spoken and reading).
  • Willingness to accept frequent field missions;
  • Ability to establish collaborative relationships with staff, beneficiaries, partners and other stakeholders;
  • Strong attitude to take initiative, work autonomously and achieve results effectively;
  • Flexibility and Stress-management;
  • Respect of HEKS/EPER mission and values.
  • Based in Palu with possible travel to other areas.
Consultation Monthly Fee
The consultant monthly fee shall take into account the following information:
  • HEKS will cover the cost for Air Fares to/from Palu (beginning and end of contract) and transportation during working days
  • All Expenses such as accommodation, insurances and taxes are included in the consultancy fee.
  • Working time: 40 hours per week, from 8 am to 5 pm with 1h of lunch break. 
  • Insurance, Taxes: The consultant is responsible for taxes and any social insurance contributions. The Contractor shall maintain liability insurance at its sole expense covering the performance of the Services by the Contractor.
