PLAN International Job Vacancy: CTP Project Officer, Palu - Central Sulawesi

Plan International Indonesia Foundation (YPII) is responding to the Palu Earthquake and Tsunami disaster on an Orange 2 alert level. The approved Emergency Response Plan (ERP)  ”Meeting The Spesific Needs of Girls and Boys in the Tsunami Affected Areas in Central Sulawesi  Island” is for 6 months period and will focusing on GIRLS AND BOYS PROTECTION AND EDUCATION IN EMERGENCIES. YPII will be committed to better understand the varied needs of girls and boys, men and women, and have those needs and suggestion for responding as a core component to any sectors design and implementation. In addition, YPII’s response will be committed to reaching the most vulnerable families by emphasizing the needs of women and girls. Recognizing that women and girls are vulnerable and disproportionately suffer from various forms of abuse and exploitation, the program will seek to actively engage them in program design, planning, implementation, and monitoring.
Due to new organizational  Emergency Response Project,  Yayasan Plan International Indonesia is looking for  dynamic staff  to be based in Palu for the position:
CTP Project Officer
Dimensions of Role:
Financial measures or statistics relevant to post such as budget; list of direct and indirect reports Responsible to ensure all CTP interventions have a particular focus on addressing the specific needs of young/ adolescent girls and young women. Support and develop design of cash programming proposals that contribute to Plan International’s gender transformative programming and that are in line with donors approaches to CTP. Represent Plan International at relevant clusters, cash working groups, workshops, seminars, meetings and other events related to cash based programming. Contribute in documenting Plan’s CTP experience, lessons learnt and case studies
Typical Responsibilities - Key End Results of Position:
Responsible to implementing CTP based activity, in collaboration with partner and relevant stakeholdersTogether with PM, to support the planning and design of the CTP activity which in line with project implementation strategy ;Support development a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans; Communicate implementing partner and other relevant stakeholder on CTP planning and budget; Survey and research for local-based supplier and vendor which meet specific requirements
Program implementation in line with the project design and planning  Implementing high quality of CTP activity, comply to project design and planning. Able to provide explanation and justification to donor and partner on project quality if neededSupport PM to develop and implement the scaling up strategies as well as sustainability; Support M&E officer to develop monitoring mechanism, tools of project monitoring
Communication, Monitoring and Reporting Facilitated monitoring to target project location in 2 district of Central Sulawesi, and facilitate discussion and coordination with partnerMaintain communication with all project team in planning and Implementation Monitor project progress (outcomes and results) and expenditure Prepare progress reports for internal Plan use to DRM NPM in quarterly basis and/or other basis if  neededPrepare informative and high quality donor reportsMonitor project budget in SAP systemCollaborate with communications team to implement communications strategyDevelop and implement DRM influencing strategy and planning at district level to promote resiliency building to disaster Communicate about the program with outside partiesRepresent Plan in relevant cluster / network meeting at district level
Networks, partnership and Learning Establish external networks in CTP in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation; Maintaining high quality relationship with implementing partner, as well as reviewing reports and indicatorsSupport to facilitate learning process of internal development on CTP at district and provincial levelSupport advocacy and influencing effort in developing CTP related policy and programming at district and provincial levelSupport to develop project documentation showing learning and best practices emerged during CTP implementation; Seek innovation and put in place improved learning practices within and outside the program
Qualifications for this position  Education: Minimum bachelor degree in related field (education, economics, management, social development, psychology and any other related field) Knowledge: Knowledge of international humanitarian standards and codes of conduct.Experience of working in humanitarian settings. Experience in the design, implementation and evaluation of in-kind food, cash and voucher transfers. Good working knowledge of WFP, ECHO, USAID, EU, AusAid, CIDA, DFID and other donor guidelines.  Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies. Skills Strong team management, staff capacity building and motivation skills in teamwork and networking. Strong analytical skills: secondary/primary data analysis. Excellent skills in donor proposal / report writing. Proven knowledge in targeting methods in Cash/voucher programmes. Knowledge on tackling inequality and exclusion. External representation and communication skills, including ability to facilitate and lead group meetings and working groups. May be required, to work during late hours, weekends and holidays in order to ensure timely delivery of programmes. Experience in conducting studies, data analysis and report-writing
