The ICRC Regional Delegation in Jakarta seek to fill the following position

Movement Cooperation Officer (Indonesian Resident position and Jakarta-based)

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with bellow criteria:

Role Purposes
Movement Cooperation Officer contributes to developing and implementing the delegation’s objectives for cooperation with the Movement in line with the ICRC’s Movement policies and consultation with the local operating National Society (NS). She/he contributes to building positive relationships between the ICRC and other Movement components as well as the capacity the operational in the context of disaster, pandemic, and crises in Indonesia and Timor-Leste

Accountabilities and Responsibilities

Program Cycle Management
  • To supervise and advise NS in the implementation of the bilaterally ICRC funded programs, especially under Cooperation’s objective and Plan of Action, in coordination with Head of Cooperation and other related technical departments
  • Ensures that the NS provides operational and reports (financial and narrative) regularly and according to the established format and procedures; provide dialogue, training, and regular coaching in financial management and reporting to NS staff(s)
Strengthening National Societies (NS) Capacities
  • To provide the technical support to the NS in strengthening operational readiness, response, and organizational capacity primarily in the field of humanitarian assistance activities the ICRC supports such as Ambulance, First Aid, and Pre-Hospital Emergency Care, by identifying challenges and opportunities for further development and seek chances to mobilize resources to address these.
  • Identify and strengthen the NS’s capacities to better strategy and service in emergency response with correspondence to safer access elements
  • Promotes and consolidates security management approaches and tools, based on the Safe Access Framework and Health Care in Danger recommendations.
  • Support the COOP team for closely monitoring disasters from natural hazards and emergency/conflict events through the NS operational post command, government disaster management agencies, and other relevant agencies
  • Contextualize introduces, and reviews guidelines and other reference material, manual, and SOP
Managing and Maintain relationship with NS
  • To manage the overall relationship with the Indonesian Red Cross (PMI) for effective program implementation and management.
  • Contributes to maintaining a constant overview of the movement activities, capacity, and affairs.
Strengthening Cooperation and Coordination with Movement and interlocutor/stakeholder
  • To Externally, interacts with organizations/entities, such as PMI, Ministry of Health/Ministry of Defense/Ministry of Interior, hospital and emergency services (including ambulances), NGO’s and UN agencies.
  • Fosters constructive and positive; working relationships, partnerships, and capacity-strengthening amongst local emergency response stakeholders (local authorities and the NSs namely Palang Merah Indonesia (PMI) and Timor Leste Red Cross (CVTL).
  • Reinforcing the emergency preparedness and response capacity of the stakeholders concerned
  • Contributes to organizing various Movement meetings
  • Supports the Movement Cooperation Coordinator on issues related to coordination within the Movement
Requirements

Background and Experience
  • Education Essential: First university degree (Bachelor’s level) in Medicine or Nursing or a health-related field
  • Desirable: Master’s degree in public health or health emergency management
  • Experience Essential: At least three years of experience in emergency care management: health risk reduction/management, preparedness, readiness, operational response, and recovery, preferably with managerial responsibilities. Technical experience in training, health, capacity building, and organizational development, brokering/networking, project cycle management, and results-based management (minimum three years)
  • Desirable: Experience working with RCRC Movement or international agency with national health emergency programs in/for Indonesia; Familiarity with working in fragile environments during emergencies an asset.
