CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Business Analyst, (Local)

BACKGROUND
UNRWA has signed a Memorandum of Understanding (MoU) with the United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza and all fields. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to the UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.

The United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

The UNRWA Information Management and Technology Department (IMTD) is seeking a Business Analyst Consultant who will implement and support for on-going and new projects.

The consultant will report administratively to the Head Information Technology Service Centre in Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES (part or all the following)
  • Logging of support requests and event generated incidents in the CRM system and follow-up throughout the incident life cycle;
  • Collaborate with internal departments, vendors, and committees to design and develop application systems;
  • Capture functional requirements using a variety of proven techniques to elicit latent needs, test their validity and relevance, resolve conflicts, and guide prioritization.
  • Ensure the coverage of all use cases. Capture the as-is and to-be perspective with attention to business processes;
  • Evaluate existing information systems through gap analysis, developing viable alternative solutions and estimates by working closely with the Project team to align designs that enable the achievement of strategic outcomes;
  • Coordinate and support the application development team in Testing and End User adoption on various customer projects;
  • Prepare of technical documentation, SoPs and other process documents;
  • Perform other duties as required.
MINIMUM QUALIFICATIONS AND EXPERIENCE
  • A university degree from an accredited educational institution in Computer Science, Information Technology, or related discipline.
  • A minimum of 5 years of experience in IT Business Analyst or equivalent experience in IT Applications development; in which 2-3 years of experience in Program/Project management roles in an enterprise-scale environment.
  • Experience with agile methods and design thinking.
  • Employment history must demonstrate progressive levels of responsibility.
  • Good experience and sound understanding of IT fundamentals and technologies pertinent to creating business solutions (software development and testing, architecture, applications, databases, integration, infrastructure, and networks)
  • Fluency in spoken and written English.

  • Language fluency in English is required (verbal and written).
CONDITIONS OF SERVICE
  • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  • Remuneration for this consultancy will be around $1,600 per month, subject to candidates’ qualifications and experience.
  • The incumbent can be in any of the UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).
