PRIVATE SECTOR ENGAGEMENT AND COFFEE EXPERT

Project Summary
Panagora Group, is a woman-owned small business providing novel and integrated solutions in global health and international development, implementing since August 18, 2020 the Monitoring, Evaluation and Learning Platform (MEL-P) Activity funded by the United States Agency for International Development (USAID) Mission in Indonesia.

MEL-P’s purpose is to support the implementation of the Country Development Cooperation Strategy for Fiscal Year 2021 – 2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise to USAID/Indonesia. The activity will also provide support to USAID initiatives, such as the Indo-Pacific Strategy, and newly enacted Foundations for Evidence Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape the long-term strategic direction of programs, and enable USAID/Indonesia to comply with USAID’s Evaluation Policy and USAID Automated Directives System 201.

MEL-P is seeking a Private Sector Engagement (PSE) and Coffee Expert to support the completion of a potential USAID-funded impact evaluation.

Position Summary
The PSE shall report to the Evaluation Team Leader and work closely MEL-P’s Evaluation team.

The assignment shall require an estimated six months of period which is expected to begin or/about March and end in September 2022. Depending on the prevailing environment at the time of the evaluation, the PSE and Coffee Expert shall work remotely with the evaluation team to complete all required tasks and deliverables, including participating remotely on the evaluation design, remote desk review, remote data analysis, online presentations, and remote report writing.

Responsibilities
Selected candidate shall participate in all aspects of the evaluation, and responsibilities will include:
  • Conducting background reviews and identifying relevant policies and initiatives related to coffee value chain.
  • Contributing and collaborating in developing evaluation design and workplan, including data collection instruments and data analysis plan.
  • Providing technical insights related to coffee value chain.
  • Synthesizing and analyzing collected data.
  • Contributing to produce presentation materials, and draft and final report.
Qualifications
  • Master’s degree or higher in relevant discipline is required.
  • 10 years of working experience in private sector engagement.
  • Strong knowledge in coffee chain, trade, and investment in Indonesia.
  • Prior experience in design and conducting PSE or coffee-related evaluations, including conducting key informant interviews, and organizing and analyzing data.
  • Experience evaluating USAID projects is preferred.
  • Excellent writing and inter-personal communication skills.
  • Fluency in English is required, both written and oral, and fluency in Bahasa.
  • Open only to Indonesian citizens.
Reporting

The consultant will be supervised directly by the Evaluation Team Leader.

Period of Performance
The estimated level of effort for this assignment shall be 9 days. The estimated duration of the assignment shall intermittently cover the period March to September 2022.
