Job Description
The Global Buildings Performance Network (GBPN) is a globally and regionally focused non-government not-for-profit organization whose mission is to provide policy expertise and technical assistance to advance building energy performance and realize sustainable built environments for all. With staff members located around the World in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. With every project, governments leverage our intellectual capital, our experience, analysis, evidence and our network.

GBPN goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030.  To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).

In Indonesia, GBPN has a team of five local coordinators who will facilitate the engagement between the Ministry of Finance, Ministry of Public Works & Housing, Ministry of Energy, sub national governments (which includes Samarinda City and Bali Province) and a network of Indonesian building policy experts as well as local partners to provide technical support and training. This engagement will be coordinated from Jakarta and be resourced by GBPNs global network and education resources.

GBPN now seeks a Project Consultant to support its work with the city government of Samarinda which focuses on providing technical assistance to support the implementation of Mayoral Decree No.55/2021.

The Project
The project aims to support the city government of Samarinda on the implementation of the Mayoral Decree No. 55/2021 by providing technical support to develop a set of implementation guidelines for policy makers and key stakeholders for better policy compliance. To meet the above objective, the project will also deliver  capacity development  and awareness raising for the relevant stakeholders.

Scope of Work
The Project Coordinator will coordinate project activities with relevant Government institutions and other stakeholders at city level and work in close coordination with the Samarinda Local Technical Experts to ensure applicable and implementable technical guideline development and supporting capacity development. The Project Coordinator will support and assist project implementation by initiating and coordinating the following tasks:

Project Coordination and Organization:
  • Undertake day to day management of the project work plan and ensure smooth project implementation.
  • Ensure the active participation and involvement of relevant stakeholders in project activities.
  • Ensure the timelines are adhered to and project outputs and deliverables are of a high quality.
  • Coordinate timely preparation of project deliverables.
  • Ensure coordination with other relevant GBPN and partner projects.
  • Establish and maintain partnerships with stakeholders.
  • Prepare and share project progress updates in subnational project meetings.
  • Undertake project documentation management and monitoring.
  • Perform other duties as assigned by the Sub National Project Lead.
Project Activity Implementation
  • Perform regulation mapping to identify policies and regulations that may be related to the Mayoral Decree implementation.
  • Perform stakeholder mapping and analysis.
  • Perform data gathering (online survey / offline survey / interviews/ FGDs), data verification/cleaning and analysis to support implementation guideline development in close coordination with Technical and Special Project Lead.
  • Perform building permit identification to understand the crucial stages, processes and procedures to support the Mayoral Decree implementation.
  • In close coordination with Technical and Special Project Lead, manage and coordinate the technical recommendation development including necessary tools for the Implementation guideline.
  • Initiate and facilitate stakeholder consultations to gather inputs from relevant stakeholders.
  • In close coordination with Technical and Special Project Lead, develop a written document of the final technical recommendation for the guidelines to be submitted to the Government of Samarinda City for further formalization process.
  • Manage and implement needs assessment of key stakeholders to implement the Mayoral Decree.
  • Support the development of capacity development materials.
  • Develop capacity development and awareness rising plan.
  • Support the implementation of HIDUP FGDs.
  • Support the organization and implementation of sharing and mentoring sessions for the new CWF 2.0 project cities.
  • Deliver capacity development and training sessions on the implementation guideline for relevant stakeholders.
  • Initiate and lead dissemination and awareness raising on the implementation of the guideline.
  • Prepare written weekly project implementation progress updates.
About You
The preferred candidate will have the following qualifications, skills and attributes:
  • Academic/technical background relevant to the scope of the assignment with at least ten (10) years of relevant experience.
  • Strong analytical skills: 5+ years’ experience as a project coordinator and/or research analyst, experience in the field of green building and/or renewable energy is desirable.
  • A track record of coordinating multi-stakeholder projects.
  • Experience in working with government agencies, officials and relevant stakeholders in the area of development.
  • Be familiar with public services institutional frameworks at the municipal level especially regarding the building permit process.
  • Ability to develop and write a study report in English and Bahasa Indonesia.
  • Speak fluent Bahasa Indonesia.
  • Have recognized experience and/or knowledge relevant to the green building measures at the subnational level.
  • Sound knowledge of renewable energy and market issues in Indonesia and in Samarinda is a plus.
  • Ability to meet deadlines and work in a team.
  • Flexibility and creativity in working in a dynamic environment.
  • Ability to create and nurture effective working relationships with the project’s clients.
  • Strong communication skills with a flexible approach.
  • Understand well how to operate Zoom and other online meeting applications.
  • Active user of MS Office applications (Word, Excel, PowerPoint) and willingness to learn and use new project management tools e.g. ClickUp.

  • Lessons learned, knowledge sharing session material and plan developed. - November 30th
  • Capacity development and awareness raising for relevant agencies and key stakeholders’ activities report. - December 15th
Value-Add: Specialist Public Policy Experience
  • Experience in engaging with government agencies (previous engagement with any local government agencies are preferred).
  • Experience in engaging with building sector key stakeholders and professional associations.
  • Sound knowledge of building policy and Climate change e mitigation and adaptation   in Indonesia is a plus.
Conditions
This position is available for immediate commencement and is offered as a fixed-term fee for service consulting contract for part time over a 6 months period. Communication with GBPN team members around the world is largely online, and may require working outside normal working hours. The consulting position assumes working from their own location/home

This position will report directly to the Indonesia Sub National Project Lead.
