The Rehabilitation Program (Medical) Coordinator’s prime responsibilities are to manage the day-to-day activities of developing, implementing and managing IMC-Libya’s Rehabilitation Program. This includes conducting ongoing rehab needs assessments, training needs assessments of rehab staff, and ensuring the training of the national rehab staff (PTs, OTs, etc.); providing medical expertise and guidance for the rehabilitation staff; ensuring adequate supplies and equipment for all sites; monitoring and evaluating all rehabilitation activities; and ensuring that the highest international standards of rehabilitative care are met within IMC’s program. Additionally, the IMC Rehabilitation Program Coordinator shall be seconded to the Ministry of Health of the National Transitional Council as a key advisor to the MOH for the planning, development and implementation of countrywide rehabilitation program activities in the future. Must be able to promote the ratification of the UNCRPD and promote the involvement of disabled people throughout the process.

The Rehabilitation Program Coordinator reports to, and is supervised by the Medical Director.


Program Management • Work closely with the Country Director (CD), Medical Director and other senior management and field teams to determine the operational needs of the rehabilitation program within the scope of the grants; and assist in the preparations of new grants and other funding activities • Work closely with the rehabilitation teams to determine the training needs of the relevant rehab staff • Collaborate with the Medical Director (MD), national health authorities and relevant international health agencies for the development of an approved curriculum to meet training needs and implement those plans through the management team and field rehab teams • Work with the program team and health teams to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the rehabilitation program as well as trends indicating the need for new initiatives • Provide activity reports three time a week, or as may be directed at a later date • Review and provide input for monthly field reports in order to analyze trends and adjust the rehabilitation program as needed • Work with government health authorities and international agencies such as WHO to ensure implementation of standardized national health information systems for rehabilitation • Work with CD, Medical Director and other senior management and field teams to plan for future rehabilitation program directions in terms of beneficiary needs, new sites, and / or new program activities • Work with program coordinator and management team to draft concepts for future funding following the protocols and formats of each relevant donor • Work with field teams and logistics to procure rehabilitation equipment and supplies in a timely manner to ensure adequate supplies based on site consumption while adhering to international rehab protocols and program budgets • Regularly update country office on progression of the rehab program as per protocol • Maintain flexibility to take on added responsibility as and when needed

Representation • Attend all health coordination meetings as well as other coordination meetings which are relevant to the rehabilitation program • Participate in coordination meetings and communicate relevant information to CD and MD and other health staff • Ensure maximum visibility of the agency amongst the NGO community • Lead the production of reports from the rehabilitation program and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information. • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Human Resources Management • Assist in the selection and training of qualified rehabilitation program staff, recommend promotions, disciplinary action and termination of staff in consultation with the Medical Director and Finance Director • Supervise the day-to-day rehabilitation staff activities to ensure smooth and effective operations • Ensure compliance to local labor laws including working hours • Maintain open lines of communications with all field rehabilitation staff

Training/ Capacity Building • Determine training needs for all rehabilitation staff • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs • Advocate and plan for professional development for expat and national staff

Working Relationships • Maintain frequent communication with Country Director and Medical Director to ensure program activities and objectives are communicated • Work with Country Director and Logistics staff to ensure the coordination of rehabilitation program’s supplies are within budgeted targets • Attend coordination meetings, which are relevant to country rehabilitation activities or as assigned • Interface with national government and relevant agencies as necessary

Security • Ensures application and compliance of security protocols and policies


Degree in physiotherapy, occupational therapy, or a related discipline desired but not necessary Minimum of three years of experience required, of which 1 to 2 years should be of developing country experience or resource deprived environment

Previous management experience in an NGO

Must have excellent communications skills, both oral and written

Must have excellent self-motivation skills

Understanding of disability issues in particular a good understanding and experience of the UNCRPD

An understanding and experience of current thinking in disability ( e.g. the role of CBR, social model, etc.)

An understanding of the role of DPOs and disabled people in development issues

An understanding of all WHO guidelines/protocols to do with disability (e.g. ISPO, wheelchair guidelines, CBR etc)

Ability to relate to different Ministries and strong networking skills

Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs; the ability to work with a broad spectrum of people

Ability to exercise sound judgment and make decisions independently

Extremely flexible, and have the ability to cope with stressful situations and frustrations

Ability to relate to and motivate staff effectively

Creativity and the ability to work with limited resources

Excellent decision making skills

Must work independently under difficult conditions

Must be able to take on non medical responsibilities from time to time to cover for other team members

Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)

Strong writing and presentation skills

Proven capabilities in leadership required

Strong negotiation, interpersonal and organization skills


Ability to read, write, analyze and interpret, technical and non-technical in the English language

Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players

Ability to speak Arabic and English is a must
