PAEDIATRICS MOBILE IMPLEMENTATION OFFICER - MSF, Brazil

Médecins Sans Frontières (MSF) is an international humanitarian aid organisation that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed, or political affiliation. To develop this work, the medical department of the Operational Centre Barcelona-Athens (OCBA) is now recruiting through the medical unit in Brazil a Paediatrics Mobile Implementation Officer. The MSF Medical Department of the Operational Center Barcelona-Athens (MSF-OCBA) is made up of: the Director of the Department, a Deputy Director in charge of the medical operations; the medical referents advisor of different areas and specialities, the Assistant of the department and few Mobile positions devoted to support the field program implementation. The Brazil Medical Unit (BRAMU) is a structure within MSF-Brazil in Rio de Janeiro financed 80% by MSF-OCBA, and 20% by MSF-OCB (Operational Centre Brussels). The unit linked to MSF OCBA Medical Department since October 2009, but offers its support wherever it can be of value in MSF. BRAMU was established to provide medical-technical support to the operations, by capitalizing the medical resources present in Latin-America region. The BRAMU action plan is developed considering the operations needs in terms of three main axes, which are: technical medical support, trainings and medical advocacy. Structure of the BRAMU: The Unit currently consists of 1 Coordinator, 1 Chagas and Dengue Advisor, 1 Paediatrics Advisor. In 2010, the BRAMU took over all technical field support for Chagas, Dengue, and Paediatrics for OCBA, as well as providing relevant support to other operational sections on these topics.

JOB PROFILE
The successful applicant will be the mobile implementation officer in regard to technical and strategic paediatrics’ issues. S/he will be based in Rio de Janeiro and give support in this domain to the polyvalent medical staff in the cells and the teams in the field.

PRINCIPAL ACTIVITIES • To identify and share with the polyvalent and the pediatric focal point person the paediatric needs as they happen in their field context • To analyse and provide advice on the adequacy of medical diagnosis and therapeutic approaches used by MSF-OCBA in pediatric care • To identify exixting gaps and challenges in order to improve the technical and operational support • Identify the main problems or challenges in provision of paediatrics and neonate care at the different structures • To visit field projects in order to better understand how the paediatric services work and to provide practical and operational recommendations and advices • To provide support in implementing strategies to tackle neonatal care within MSF projects • Participate in the development of technical documents, guidelines, and trainings with the support of the pediatric focal point person • To review the whole spectrum of healthcare problems affecting infants & children in certain paediatric MSF interventions: complex emergencies, chronic humanitarian crises, OPD, neonatology, and adolescent healthcare • To revise and analyse the adequacy of therapeutic guidelines, policy papers, kits, medical equipment, drugs, and reference documents used by MSF in the management of infant & child healthcare • To identify and provide advice on newly adapted equipment and tools • To contribute to MSF’s thinking about interventions aimed at reducing child mortality • To research evidence-based practices and strategic choices. • To define the burden of child mortality versus axes of intervention. • To contribute to the development of a vision and a policy on paediatric care in the Medical Department

• To write an end-of-mission report • To give presentations before the Medical and Operational departments if necessary. Requirements • Medical doctor-paediatrician with extensive experience in the paediatric field (> 3 years) in developing countries. • Education in public health will be a positive asset. • Very good general knowledge of paediatrics in different domains • A minimum of 1 year programme experience in different MSF projects (different contexts)
