Start Date: November 2011 Salary: £22,100 - £22,850 per annum (dependant on relevant experience) inclusive of annual Cost of Living allowance Benefits: Insurance cover, accommodation, return flights, and annual leave

Job summary The Paramedic Consultant is responsible for implementing Merlin’s program activities to improve the referral system in the Western Nafusa Mountains, Libya. The position will involve advising health facility directors and emergency department managers on the efficient use of available resources, as well as the undertaking of paramedic training in hospitals and health facilities throughout the district for health staff. The focus will be on the improvement of quality care for patients using the referral system, and the provision of immediate and longer term recommendations for how these improvements can take place. Additional tasks will include taking part in external meetings, coordination with partners and reporting. This role requires a paramedical professional with strong with sound interpersonal and organisational skills, with the ability to influence decision makers and transfer skills.


Responsibilities/Duties:
• To liaise with hospitals and health facilities on behalf of Merlin, regarding the repair of existing and provision of new ambulances, and provision of paramedic training. • To advise on the procurement for equipping ambulances with basic necessary equipment for improving the quality of care for referred patients • To advise on development of a communications system between health facilities within the district, as well as nationally (to Tripoli) and internationally (to Tunisia) • To train paramedic staff on the use and maintenance of ambulance equipment, including donated satphones – and develop SOPs / aide memoires where possible • To provide training workshops for health workers according to needs identified, for health staff working in health facilities throughout the district. • To liaise with the head of the district ambulance service, to advise on improvements to the structure and system of the current referral system. • To provide on-the-job training for paramedic staff working in Emergency Departments. • To explore ways and provide advice on how the general public can be informed about available referral services. • To clarify the medical services available at different facilities for referral purposes. • To respect Libyan ownership of the available health services • Be prepared to undertake other tasks requested by the Nalut PC and / or CHD. Personal specification


Essential • Professional English written and oral, Arabic is an advantage • Previous experience in paramedic training • Several years of paramedic working experience • Knowledge of referral system structures and procedures • Knowledge of communications systems and procedures • Excellent written and verbal communication skills • Gender and cultural awareness and sensitivity • Strong communication skills, with excellent written and spoken English • Confident and proficient in the use of MS Office • Experience of establishing strong working relationships with colleagues from different functions and cultures • Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines • Experience of proactively identifying and addressing issues • An understanding of and commitment to Merlin’s mission and values
Desirable • Knowledge of Merlin's programming in Libya • Understanding of Merlin’s vision and mission • Knowledge of the not for profit sector and/or humanitarianism
