Description Africa: Regional Program Accountant Nairobi, Kenya
General Function: The Regional Program Accountants oversee the accounting within Internews Network Field Offices in their respective regions.

ESSENTIAL DUTIES AND RESPONSIBILITES include the following. Other duties may be assigned.
• Maintain current knowledge of USG accounting regulations and implications for Internews Accounting; A-110, Administrative Requirements; A-122, Cost Principles; A-133, Audit Requirements

• Work with program and project staff during field office start-up on financial and accounting matters

• Assist in the interview and hiring process of field accountants

• Train and support field office accountants in accounting procedures, Internews policies and procedures, funder financial rules and regulations, and installation and maintenance of accounting software

• Train all other applicable field staff and employees in accounting procedures, Internews policies and procedures and funder requirements

• Ensure field offices are in compliance with funder’s financial rules and regulations, as well as Internews financial policies and procedures

• Correct, complete, and transmit accounting data from field office accountants to headquarters

• Communicate field office compliance issues to headquarters

• Work with program and project staff during closeout on financial and accounting matters

• Manually review 1,000+ transaction documents per month for accuracy, approvals, and compliance

• Assist in the process of opening bank accounts, and reporting of start-up funds

• Review field office month end reports and posts expenses to the regional accounting databases

• Reconcile corporate general ledger accounts with field office cash holdings

• Report the accuracy of wire transfer requests to head quarters before funds are released

• Certify/Approve wire transfer advances to field offices

• Monitor field office cash management to ensure an acceptable level of funds is maintained

• Input and update project budgets and heading information for corporate financial reporting

• Communicate with Internews program and project staff on questionable/unallowable expenses

• Monitor field office bank accounts, cost share funding requirements/expenses, and field office local tax compliance

• Support project managers and administrative staff by assisting them to understand relevant financial statements, job status reports, policies and procedures

• Coordinate with field office staff on small grant / contract issues

• Attend Internews meetings as required

• Travel to field offices and U.S. offices, when necessary to implement procedures and provide or receive follow-up training

QUALIFICATIONS:
Required:
• 5+ years progressively complex accounting experience

• Demonstrated ability in oral and written communications skills to present detailed financial information effectively and respond to questions in English and at least one local language

• Relevant university degree

• Previous experience in expense reporting and reconciliation

• Good interpersonal and negotiating skills to interact effectively with all levels of staff and other personnel

• Ability to read and interpret governmental and organizational rules and regulations

• Ability to define problems, collect data, establish facts, draw reasonable conclusions and act on them

• Familiarity with MS Office software: Word, Excel, Outlook, PowerPoint

• Working knowledge QuickBooks, and Excel

• Capacity to work both independently and as a member of a team

• Working knowledge of basic budget and accounting procedures

• Ability and willingness to travel to regional locations, which may be remote or difficult to reach

• Ability to travel to USA

Preferred:
• Nonprofit grant funded accounting experience

• Proficiency in language(s) spoken in regions of assignment

• Familiarity with SUN systems accounting software

• Working knowledge of OMB Circulars A-110 and A-122
